Carmel-by-the-Sea City Council
The City Council is composed of four Council Members and the Mayor, all of whom are directly elected by the people. The Mayor serves a two-year term and the Council Members serve four-year overlapping terms. Although not granted special decision-making powers, the Mayor does represent the City in all ceremonial and official affairs. The City's Municipal elections are held the second Tuesday of April in each even-numbered year.
The purpose of the City Council is to establish local laws, to set policy, to reject or to approve programs, to allocate funds, to establish the City's tax rate, to represent the public in supervising the operations of City government, and to provide to the citizenry a better, more attractive and healthier place in which to live. As Carmel-by-the-Sea is a General Law City, its Council must act within the framework of limitations and procedures established by State Law.
Local laws are established by ordinance and are compiled in a book called the Municipal Code. These laws are enforceable by the City, and violations thereof constitute an infraction. Other directives and policies of the City Council are recorded in Council resolutions and Council minutes.

Education:
Graduated from Sunset and Carmel High Schools, Stanford University with a B.A. in Political Science, the National War College and Leadership Monterey Peninsula; attended the Graduate Institute of International Studies in Geneva Switzerland.
Personal History:
Sue's family has lived in Carmel since 1942. She was born in Hartford, Connecticut where her father taught at Trinity College. The family moved to Carmel during WWII when Sue's father joined the Navy and was the first line officer stationed at what is now the Naval Postgraduate School. Sue still lives in the house her parents had owned since the 1950's with her dog Robbie, a Dandie Dinmont terrier.

Paula is an artist, designer and co-owner of Two Sisters Designs, a successful small business located in the village of Carmel-by-the-Sea. Her professional experience includes real estate, budget and cost analysis, bookkeeping, management supervision, purchasing and inventory control.

Helped form the Citizens Action Group, a private organization of community leaders which lobbied for the creation of what ultimately became the Fort Ord Reuse Authority.
Education:
Received his Juris Doctor Degree from Santa Clara University's school of law. B.A. in Political Science from Santa Clara University. Undergraduate years were spent at Santa Clara University and at the Rome Center of Loyola University.
Career Information:
Gerard was an officer in the U.S. Navy and spent most of his active duty in Southeast Asia including Viet Nam. After leaving active duty, he taught various courses, including international law, at the Navy reserve officer's school in San Jose. In 1973, Gerard received his Juris Doctor Degree and became a civil litigator for a law firm in Sacramento. From time to time his clients included public entities such as the City of Fresno and the City of Colfax. When Gerard moved to Carmel he joined the law firm now known as Heisinger, Buck & Morris. Upon his becoming a member of the City Council, he resigned from that firm, and he is now a solo practitioner.

Education:
Graduated from Santa Barbara High School, Santa Barbara, California: Attended Saint Mary’s School of Nursing earning an RN. Earned a BS degree in Health Science from Chapman College.
Career Information:
Karen was a staff nurse in several hospitals before becoming the Director of Surgical Services for a major hospital in Fresno, California. During her tenure as Director, she prepared and administered multi-million dollar budgets. She wrote, assessed and revised policy and procedure, worked with the state of California’s Title 22 requirements and national requirements for Medicare. While overseeing hospital additions, remodels and new construction, she became familiar with the building trade. After retiring from health care, she continued her interest in construction by working with the acquisition, remodel, staging and sale of residential real estate from both the investor and owner/contractor prospective.
Personal History:
Karen moved from Alabama when she was in infant and was raised in Santa Barbara, California. She lived in Newport Beach, California, Galveston, Texas, Southern, California and Fresno, California before moving to Carmel-by-the-Sea. Karen and her husband David live with their two dogs Sandy and Daisy. They have four children and five grandchildren.
