Name: Consideration of a resolution authorizing expenditures of $50,000 from the FY 2007-08 Capital Improvement budget account for the Forest Study implementation project to improve the City’s urban forest.

Description: Staff presented recommendations to improve the City’s urban forest and a proposed allocation of funding during the 4 December 2007 council meeting. Staff is requesting the council approve implementation of the recommendations.

Staff Recommendation: Approve a resolution to allow expenditures of $50,000 from the FY 2007-08 Capital Improvement budget account 01-89639 to improve the City’s urban forest.

Important Considerations: The City Council included $50,000 in the capital improvement portion of the city budget in FY 2007-08 for implementation of recommendations from a study of the City’s urban forest. Barrie Coate and Assoc. completed the study of Carmel’s forest this summer and staff suggested several options to implement the recommendations resulting from the report.

Staff proposes the following allocation of the $50,000:
Pervious concrete and sidewalk planter enlargement: $20,000
Sub-surface soil improvement project: $13,000
Radial and vertical mulching: $ 8,000
Tree replacement survey: $ 3,000
Community workshops: $ 2,000
Tree growing contract: $ 4,000

Decision Record: The City Council authorized the forest study and included $50,000 for implementation in the FY 2007-08 city budget.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA AUTHORIZING EXPENDITURES OF $50,000 FROM THE FY 2007-08 CAPITAL IMPROVEMENT BUDGET ACCOUNT FOR THE FOREST STUDY IMPLEMENTATION PROJECT TO IMPROVE THE CITY’S URBAN FOREST

WHEREAS, the City Council authorized a study and report on the condition of the City’s Carmel’s urban forest and included $50,000 for implementation of recommendations from the study in the FY 2007-08 annual budget; and

WHEREAS, staff has reviewed the report and made recommendations to the City Council for the use and allocation of the capital improvement funds; and

WHEREAS, account 01-89639 is designated as the operational account for the $50,000.

NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA DOES:

1. Authorize expenditures of $50,000 from the FY 2007-08 Capital Improvement budget account 01-89639 for the Forest Study implementation project to improve Carmel’s urban forest.
