Thank you for attending the meeting. Anyone wishing to address the Commission on matters within the jurisdiction of the Commission may do so now. Please state the matter on which you wish to speak. Matters not appearing on the Commission’s agenda will not receive action at this meeting but may be referred to staff for a future meeting. Presentations will be limited to three minutes, or as established by the Commission. Persons are not required to give their name or address, but it is helpful for speakers to state their name in order that the Secretary may identify them.

1. Consideration of the minutes for the 8 September 2011 special meeting, and the 6 October and 1 December regular meetings.
2. Adopt the Forest and Beach Commission regular meeting calendar for 2012.

1. Consideration of an application to remove one multi-trunk Pittosporum (12” diameter) and prune one holly tree (10” diameter) from private property due to roots cracking a patio, retaining walls, and the potential for foundation damage. The site is located on the east side of Junipero Ave., 2 north of 10th Ave. The applicant and property owner is Joanne Ablan.
VII. ORDERS OF BUSINESS
1. Review of a proposal for a way to manage fires and charcoal cleanup on Carmel Beach by Chairman Leverone.
2. Report on the tree survey data collected by the Friends of Carmel Forest.
3. Discussion and review of the 2011 Arbor Day event.
4. Discussion on the monitoring of replacement trees for 5 years.
5. Discussion on re-evaluating the tree protection zones for construction projects.
VIII. REPORTS FROM STAFF AND COMMISSION
1. Receive verbal report from the Ad Hoc Beach Committee.
2. Forester’s report.
IX. ADJOURNMENT
Any writings or documents provided to a majority of the Forest and Beach Commission regarding any item on this agenda will be made available for public inspection in the Planning and Building Department located at City Hall, on Monte Verde between Ocean and 7th Avenues during normal business hours.

I. CALL TO ORDER AND ROLL CALL
The
special meeting of the Forest and Beach Commission of the City of Carmel-by-the-Sea , California
was held on the above date at the hour of 1:30 p.m. Chairperson Leverone called the meeting to
order and adjourned to the tour of inspection and reconvened the meeting at 2:05
p.m.

It was moved by KADIS and
seconded by BOARDMAN to re-elect Tom LEVERONE as chairperson for the 2012 year. The motion carried by the following roll call
vote:

2. Adopt
the Forest and Beach Commission meeting
regular calendar for 2012.
It was moved by
LEVERONE and seconded by BOARDMAN to approve the Calendar for 2012. The motion was approved unanimously.
V. APPLICATIONS/PUBLIC HEARINGS
1. Consideration of an application to remove

KADIS recused himself as he lives within 500 feet of the applicant’s residence.

LEVERONE opened and closed the public hearing – no appearances.

was moved by LEVERONE and seconded by BOARDMAN to deny the application and
follows staffs
recommendation
for pruning. The motion carried by the
following roll call vote:

1. Review a proposal for a way to manage
fires and charcoal cleanup on Carmel
Beach by Chairman Leverone.
Chairperson Leverone gave a presentation of
this prototype design of a fire charcoal sifter ring and opened the public
hearing. Gary and Kathy Bang and Steve
Brooks appeared before the Commission.
Chairperson LEVEONE moved to forward a
recommendation to the City Administrator and City Council to receive a
presentation of the fire charcoal sifter ring and to approve funding to proceed
with the manufacturing of the design. The
motion carried by the following roll call vote:

Carmel Forest gave his presentation.
Chairperson Leverone opened and closed the
public hearing – no appearances, no further action.
3. Discussion and Review of the 2011 Arbor
Day event.
Commissioner BOARDMAN gave her presentation.
Chairperson LEVERONE opened the public
hearing. Steve Brooks appeared before
the Commission. There being no further
appearances, the public hearing was closed.
No other action.
4. Discussion on the monitoring of
replacement trees for 5 years.
Chairperson Leverone gave his presentation
and opened the public hearing. Steve Brooks and Steve Dallas appeared before
the Commission. There being no further
appearances, the public hearing was closed.
Chairperson LEVERONE appointed an Ad Hoc
Committee (LEVERONE AND BOARDMAN) to develop a bullet list of question to be
presented to the City Attorney that would enable the monitoring of replacement
trees for 5 years. The list should
include deed restrictions, bonds, volunteer groups entering on private property
to follow-up on the planting of replacement trees, what happens if the property
owner refuses to plant the replacement tree, what are the fines. The ad hoc committee will report back at the
next regular meeting. No other action.

Discussion on re-evaluation the tree protection zones for construction
projects.
Steve Brooks, from the Friends of Carmel
Forest, gave his presentation.
Mike Branson, City Forester addressed
questions of the Commission.
Chairperson LEVERONE opened the public
hearing. Steve Dallas appeared before the Commission. There being no further appearances, the
public hearing was closed.
VII. REPORTS FROM STAFF AND COMMISSION
1. Receive verbal report from the Ad Hoc Beach
Committee.
Commissioner BOARDMAN stated the access path
at 8th Ave. is moving into the
iceplant due to exposed rocks. No other report.

Mike Branson City Forester presented his
report.
Chairperson LEVERONE opened the pubic hearing
at 3:13 p.m. Steve Brooks appeared before the Commission. No action taken.
IV. ADJOURNMENT
There
being no further business, Chairperson LEVERONE adjourned the meeting at 3:55 p.m.
