Name: Consideration of a Resolution authorizing expenditures of up to $2,400 from the
City Council Discretionary account for the cost of public notices and mailing of a
parking enforcement notification to City residents.

Description: This resolution approves using funds from the City Council Discretionary account 01-60207 to cover the cost of mailing a notice from Carmel’s Police Department to City residents regarding the implementation of a Global Positional System (GPS) for parking enforcement. The cost of public notices in local newspapers, and mailing the notice to City residents (including printing, processing and postage) is approximately $2,400. A copy of the notice is attached.

The City Council Discretionary account 01-60207 has a total budget of $50,000
for FY 2007-08 with year-to-date expenditures of $1,326. After expenditures of
approximately $2,400 for the parking enforcement public notices and mailing, the
remaining funds in the account will be $46,274.

Grant Funds: n/a

Staff Recommendation: Approve the resolution.

Important Considerations: Notification to residents and public notices in local newspapers will help ensure a smooth implementation of the new Global Positional System.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA AUTHORIZING EXPENDITURES OF UP TO $2,400 FROM THE CITY COUNCIL DISCRETIONARY ACCOUNT (01-60207) FOR THE COST OF PUBLIC NOTICES AND MAILING OF A PARKING ENFORCEMENT NOTIFICATION TO CITY RESIDENTS.

WHEREAS, on June 5, 2007, the City Council passed Resolution 2007-30 authorizing the purchase of a Autofind Mobile License Plate Recognition System (Global Positional System) for the Police Department parking division; and

WHEREAS, the Police Department parking division is ready to implement the new Global Positional System; and

WHEREAS, the Police Department prepared a notice to publish in local newspapers and mail directly to City residents explaining how and when the new Global Positional System will be used by the City’s parking division; and

WHEREAS, the estimated total cost of public notices plus a mailing to City residents is $2,400, which can be funded from the City Council Discretionary account 01-60207.

NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY
OF CARMEL-BY-THE-SEA DOES:

1. Authorize expenditures of up to $2,400 from the City Council Discretionary account 01-60207 for the cost of public notices and mailing of a parking enforcement notification to City residents.
