Name: Consideration of a Resolution authorizing an expenditure of $5,000 from the Council’s Discretionary account to support the Veterans Cemetery Master Development Plan on the former Fort Ord.

Description: The Fort Ord Reuse Authority (FORA) has requested financial participation from its member jurisdictions and other interested parties to fund the costs associated with the Veterans Cemetery Master Development Plan on the former Fort Ord. To date, Del Rey Oaks has contributed $500, Marina has pledged a loan of $25,000, Monterey has contributed $25,000, and Sand City has contributed $2,500. The City of Seaside and the County of Monterey are both providing land for the future cemetery and the County is staffing the master planning effort.

The City has sufficient funds in the Council’s Discretionary account 01-60207 to provide financial support for this project. The Council Discretionary account was budgeted at $50,000 for the current fiscal year. Expenditures to date total $3,575, leaving a remaining balance of $46,425. The Council’s Discretionary account can be used to make financial contributions, as approved by the City Council.

Staff Recommendation: Adopt the resolution.

Important Considerations: The cemetery is intended to serve the internment needs of the estimated 175,000 veterans who live in Monterey, Santa Cruz, San Benito and northern Santa Clara counties.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA AUTHORIZING AN EXPENDITURE OF $5,000 FROM THE COUNCIL’S DISCRETIONARY ACCOUNT TO SUPPORT THE VETERANS CEMETERY MASTER DEVELOPMENT PLAN ON THE FORMER FORT ORD

WHEREAS, the Board of Fort Ord Reuse Authority (FORA) is requesting financial
participation from its member jurisdictions and other interested parties to support the preparation of a Veterans Cemetery Master Development Plan on the former Ford Ord; and

WHEREAS, the City desires to participate in the preparation of a Veterans Cemetery
Master Development Plan by making a financial contribution of $5,000; and

WHEREAS, there is sufficient funds in the fiscal year 2007-08 Council Discretionary
budget account 01-60207.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA DOES:

1. Authorize an expenditure from the Council Discretionary account 01-60207 to FORA in the amount of $5,000 to support the preparation of a Veterans Cemetery Master Development Plan on the former Fort Ord.
