Agenda Item Summary
Name: Consideration of a Resolution authorizing staff to apply to the State of California Department of Finance for release of Proposition 1B bond funds for street and road projects and approving the attached list of projects to be funded with the bond fund proceeds.
Description: The City of Carmel-by-the-Sea has been allocated $400,000 from the Proposition 1B Transportation Bond that was approved by California voters in November 2006. The bond proceeds are to be used by cities and counties to fund the maintenance and improvement of local transportation facilities.
Staff requests authorization from the City Council to apply to the State Department of Finance for the $400,000 in Prop 1B funds allocated to the City of Carmel-by-the-Sea. City Council approval to use the funds for the street and road projects in Exhibit “A” is also sought.

Staff Recommendation: Adopt the resolution.
Important Considerations: The projects included in Exhibit “A” are scheduled to be completed in FY 2008/09. When the new Triennial Budget is adopted in June 2008, the FY 2008/09 Capital Improvement Budget will need to be amended by adding the projects from the list that were not previously included in the approved budget.

STREET AND ROAD PROJECTS AND APPROVING A LIST OF PROJECTS TO BE FUNDED WITH THE BOND FUND PROCEEDS
Recommendation:
Adopt the resolution.
Background:
In November 2006, California voters approved Proposition 1B (Transportation Bond) which provided $19.925 billion in bond funds for a variety of transportation priorities, including $2 billion for cities and counties to fund the maintenance and improvement of local transportation facilities.
The allocation to cities and counties is determined by the most recent population estimates prepared by the Department of Finance. Based on the population estimates, $400,000 has been allocated to the City of Carmel-by-the-Sea. The funds are required to be deposited into the city account that is designated for the receipt of state funds allocated for local streets and roads.
In order to receive the $400,000 allocation, each city and county must submit to the Department of Finance a list of projects expected to be funded with bond funds. Carmel’s City Engineer and Public Works Superintendent recommends that the street and road projects on the attached
Exhibit A be funded by the Proposition 1B funds. The first three projects on the list were already approved by the City Council as part of the FY 2008/09 Capital Improvements Budget.
By approving this resolution, Council will give the authority for staff to move forward with submitting the necessary documents to the Department of Finance for release of the $400,000 of Proposition 1B monies. This resolution also approves staff to use the funds for the projects listed on Exhibit A. Staff can then begin the process of project design and obtaining vendor quotes for the projects.
The State Controller’s Office intends to make payments once per month to any entities which have submitted plans within the previous month. If Carmel’s funding request is received and approved by the State in March, the City may receive funding in April.

WHEREAS, California voters approved Proposition 1B (Transportation Bond) which
provided $19.925 billion in bond funds for a variety of transportation priorities, including $2 billion for cities and counties to fund the maintenance and improvement of local transportation facilities; and
WHEREAS, the City of Carmel-by-the-Sea has been allocated $400,000 and when
received will be deposited in the city account that is designated for the receipt of state funds allocated for local streets and roads; and
WHEREAS, the $400,000 allocation will be used for the street and road projects listed on attached Exhibit A.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA DOES:
1. Authorize staff to apply to the State Department of Finance for release of
Proposition 1B bond funds in the amount of $400,000.
2. Approve the attached list of projects for funding with Proposition 1B bond
proceeds.
