Name: Consideration of a Resolution approving an amendment to the Monterey- Salinas Transit (MST) Joint Powers Agreement Amendment adjusting the funding formula from the County of Monterey.

Description: On September 25, 2007, the Monterey County Board of Supervisors approved an amendment to the Joint Powers Agreement that governs Monterey-Salinas Transit. This amendment addresses how Local Transportation Funds (LTF) are distributed to MST from member jurisdictions. In the 1981 agreement, the County’s proportion of LTF dollars was paid to MST based on the population living within a half-mile of the bus route. Since then, the federal Department of Transportation, Federal Transit Administration and California Department of Transportation have adopted a definition for the population that is served within ¾ of a mile from MST’s
routes. It is estimated that the population between ½ mile and ¾ mile from existing routes would generate for MST an additional $270,000 per year from County LTF funds.

In order for the amendment to take effect, it must be ratified by each of the member jurisdictions. There will be no fiscal impact to the City of Carmel-by-the-Sea.

RESOLUTION NO. 2008 -

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA APPROVING AN AMENDMENT TO THE JOINT POWERS AGREEMENT FOR MONTEREY-SALINAS TRANSIT

WHEREAS, the Joint Powers Agreement that governs Monterey-Salinas Transit was amended by the Monterey County Board of Supervisors on September 25, 2007; and

WHEREAS, this amendment is designed to readjust the formula by which the County of Monterey provides funding to Monterey-Salinas Transit; and

WHEREAS, this amendment has no fiscal impact to the City of Carmel-by-the-Sea; and

WHEREAS, each member jurisdiction that comprises the Joint Powers Agreement must ratify this amendment for it to take effect

NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA DOES:

1. Authorize the approval of the Joint Powers Agreement amendment as set forth by the Monterey County Board of Supervisors.
