Name: Consideration of a Resolution authorizing the City Administrator to execute a Consultant Services Agreement with Botanical Consulting Services for a biological survey of the Del Mar Dune and North Dunes.

Description: The Del Mar parking lot is located at the foot of Ocean Avenue. The Del Mar Dunes are located between the parking lot and 8th Avenue. The North Dunes encompass the area north of the parking lot to the City line. The City is beginning the process of developing the Del Mar Specific Plan, which is intended to address issues related to parking, circulation, public access and environmental resources of the parking area and dunes.

The consultant will perform a reconnaissance survey of the Del Mar/North Dunes area to identify habitat and issues related to dune degradation. The consultant will also prepare draft management guidelines/recommendations for the area.

Overall Cost:
City Funds: $11,880 (budgeted as part of the Del Mar Specific Plan)
Grant Funds: N/A

Staff Recommendation: Adopt the resolution.

Important Considerations: Goal 4-2 of the General Plan encourages the City to develop a master plan for the Del Mar and North Dunes area. Several other goals and policies address the contents of the plan and encourage identifying and protecting sensitive habitat and improving the dunes area.

BACKGROUND & PROJECT DESCRIPTION

The City is beginning the process of developing the Del Mar Specific Plan in accordance with General Plan goal G 4-2, which encourages the City to develop a master plan for the Del Mar and North Dunes area. This plan is intended to address issues related to parking, circulation, public access and environmental resources of the parking area and dunes.

The consultant will perform a reconnaissance survey of the Del Mar/North Dunes area to identify important habitat and issues related to dune degradation and restoration. The consultant also will prepare draft management guidelines/recommendations for the area. Results from the study will be presented as part of the public review process for the plan.

RECOMMENDATION
Adopt the attached resolution.

RESOLUTION NO. 2008-A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA AUTHORIZING THE CITY ADMINISTRATOR TO EXECUTE A CONSULTANT SERVICES AGREEMENT WITH BOTANICAL CONSULTING SERVICES FOR A BIOLOGICAL SURVEY OF THE NORTH DUNES AND DEL MAR DUNES.

WHEREAS, The City of Carmel-by-the-Sea is a unique oceanside community that prides
itself in its beach and community character; and

WHEREAS, the City has adopted a General Plan that provides clear goals, policies and
objectives regarding maintaining and improving the City’s beach and beachfront properties; and

WHEREAS, General Plan Goal G4-2 encourages the City to develop a Master Plan for
the Del Mar and North Dunes area; and

WHEREAS, several policies and objectives of the General Plan encourage the City to
identify, improve and protect sensitive habitat in the Del Mar and North Dunes; and
WHEREAS, Botanical Consulting Services submitted the attached proposal to perform a
reconnaissance survey and prepare management guidelines for the Del Mar and North Dunes area.

NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA does hereby:

Authorize the City Administrator to execute a contract with Botanical Services Consulting.
