Name: Consideration of a Resolution of the City Council of the City of Carmel-by-the-
Sea authorizing receipt of grant funds to the City for the Click It Or Ticket grant (COIT) program sponsored by the California Office of Traffic Safety.

Description: The goal of the California Click It Or Ticket (COIT) project is to increase seatbelt use statewide to 95% by July 31, 2008. State and local law enforcement agencies will conduct a seat belt enforcement campaign during a 21-day mobilization period from May 12, 2008 – June 1, 2008, in support of the Click It Or Ticket mobilization.

The funds provided by this OTS mini-grant are managed by the UC Berkeley Traffic Center (TSC). Overtime will be utilized to perform roll call training, a pre-orientation seat belt compliance survey, and enforcement specifically targeting seat belt violations.

It is anticipated that a total of 50 hours of overtime will be used for enforcement.
Overall Cost: Net cost to the City is zero. The Police Department is authorized up to
$2,484.00 to operate the campaign. The TSC will fully reimburse the city through this
mini-grant.

Staff Recommendation: Staff recommends the approval of the Resolution authorizing
City of Carmel’s reimbursement for grant funds pursuant to the Click It Or Ticket (COIT) agreement with the UC Berkeley Traffic Safety Center (TSC).

Important Considerations: This agreement plays an important role in increasing driver
and passenger awareness regarding seat belt safety. This program will help reduce
injuries and/or fatalities associated with motor vehicle accidents.

Decision Record: Resolution No. 2007-38 authorizing participation in last year’s
program.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA AUTHORIZING RECEIPT OF GRANT FUNDS TO THE CITY FOR THE CLICK IT OR TICKET GRANT (COIT) PROGRAM SPONSORED BY THE CALIFORNIA OFFICE OF TRAFFIC SAFETY

WHEREAS, each year the California Office of Traffic Safety (OTS) offers “Click It Or
Ticket” mini grants to law enforcement for the purpose of seat belt enforcement across the United States of America; and

WHEREAS, pursuant to this OTS grant the Carmel Police Department is eligible for 100%
reimbursement for overtime expended relating to seat belt enforcement; and

WHEREAS, the Carmel Police Department has been allocated $2,484.00 for costs associated with the COIT grant program; and

WHEREAS, the UC Berkeley Traffic Center administers the funds dispersed by OTS.

NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA DOES:

1. Approve the Carmel Police Department to invoice $2,484.00 to the UC Berkeley Traffic Center for overtime costs relating to seat belt enforcement.

2. Authorize receipt of $2,484.00 of grant reimbursement funds to be deposited in account #21-38899, after which all funds are to be transferred to the Police Department’s overtime account.
