Meeting date: May 6, 2008
Prepared by: Joyce Giuffre, Admin
Services Director

City Council
Agenda Item Summary

Name: Consideration of a Resolution authorizing the disposition or sale of surplus
equipment at the Sunset Cultural Center.

Description: The Administrative Services Director and CPA Paul Wood worked with the
Sunset Cultural Center Operations Manager and House Sound Engineer to identify
equipment that is no longer useful to the City or to the Sunset Cultural Center. The
equipment is listed on Exhibit “A”.

Some of the equipment will be sold if possible or donated to local theater groups. The items marked “Dispose” are no longer functional and will be taken to a disposal facility.

The Baldwin Baby Grand Piano was evaluated by piano technician Art Kessler. Mr.
Kessler determined that the piano needs to be completely rebuilt at an estimated cost of $9,000 and recommends that the piano be donated to a not-for-profit organization (see attached evaluation).

Proceeds from any sales will be deposited to General Fund account 01-46801-0003.

Overall Cost: City Funds: None
Grant Funds: N/A

Staff Recommendation: Staff recommends Council approve the resolution.

Important Considerations: The list of equipment was reviewed and approved by Sunset
Cultural Center Executive Director Peter Lesnik.

Decision Record: None

* * * * * PIANO EVALUATION * * * * *
This is to certify that on December 16, 2006, I evaluated the following instrument:
Piano Manufacturer Baldwin
Model M
Serial Number A47132
Size 5’2”
Color/Finish Mahogany/gloss
Style Contemporary
Date of Manufacture 1924
Manufacturer’s Location Loveland, Ohio
Replacement value (2008 manufacturer’s suggested price) $37,000
Potential retail value for a similar instrument in good condition $8,250
This 84 year old piano has received a minimum of care during the course of its life, and its current condition is a testament to that neglect.
In particular, the pin block requires replacement because the piano will no longer hold tune. In order to replace the pin block, the piano first must be de-strung. After fitting the new pin block, the piano would require restringing with new strings and tuning pins. This work would be a waste of time and money unless some attention were also given to the piano’s action. The action needs to be completely rebuilt but at a minimum requires new hammers, shanks and flanges and a complete regulation. Minimum labor alone for these jobs is as follows:
Task Time
Replace pin block 12.5 hours
Restring piano 22.5 hours
Install new hammers, shanks and
flanges
15 hours
Regulate action 30 hours
Total labor 80 hours
In addition to labor (which currently runs $80/hour and up), the cost of parts must be considered. Conservatively, parts would cost at least $2500. Add a very conservative $6500 for labor, and it is obvious that even partial rebuilding of this piano would cost more than the piano is worth. I strongly recommend that the piano be donated to a not-for-profit organization for disposition.

Art Kessler, Piano Technician Recap-estimate cost to rebuild:
Kessler Piano Service Labor = $6,500
3057 Rio Road Parts = 2,500
Carmel, CA 93923 Total $9,000
