CITY COUNCIL: National Parking and Valet Lease Agreement for Management of City Parking Lots

Name: Consideration of a Resolution increasing the cost of the lease agreement with
National Parking and Valet for management of City parking lots in an amount of
$10,300.

Description: The current lease agreement that the City has with National Parking and
Valet is for management of the parking lot located on the north lot of Sunset Center and the tour bus parking lot located at the corner of Ocean Avenue and Junipero. The original lease agreement commenced on January 1, 2005 by Resolution 2005-10 dated February 1 2005. The agreement was extended to June 30, 2009 by Resolution 2006-25 dated June 6, 2006.

To improve customer service at the Sunset Center parking lot, National Valet
submitted a proposal to amend the lease agreement by providing parking lot
attendant services during the City’s busy tourist season. The proposal offers to
provide a customer service liaison responsible for assisting visitors with the
parking machines and to serve as a point of reference for the downtown area. The
attendant can hand out city maps or other information useful for visitors.

Attached is the amendment to the lease agreement. The proposed cost for providing a parking lot attendant for the period May 30, 2008 through June 30, 2009 as outlined in new Section 4.1 (b) is $10,300. Parking lot attendant services for additional dates not listed would be provided at $20.00 per hour.

Overall Cost: City Funds: Estimate of $10,300, to be funded from Police Department
Outside Labor account 01-74050.
Grant Funds: N/A

Staff Recommendation: Approve amending the lease agreement with National Parking
and Valet to include parking lot attendant services for the periods outlined in the proposal.

Important Considerations: Providing parking lot attendant services will enhance customer service at the Sunset Center parking lot and should result in less service calls by Carmel’s Police Department in response to visitors’ calls about parking machine problems.

Decision Record: Resolution 2005-10 dated February 1, 2005 that approved the original lease agreement and Resolution 2006-25 dated June 6, 2006 that approved extending the agreement to June 30, 2009.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA INCREASING THE COST OF THE LEASE AGREEMENT WITH NATIONAL PARKING AND VALET FOR MANAGEMENT OF CITY PARKING LOTS IN AN AMOUNT OF $10,300

WHEREAS, the City of Carmel-by-the-Sea currently has a lease agreement with National
Parking and Valet for the management of the parking lot located on the north lot of Sunset Center and the tour bus parking lot located at the corner of Ocean Avenue and Junipero; and

WHEREAS, the City wishes to amend the lease agreement by adding parking lot attendant services provided by National Parking and Valet at an estimated cost of $10,300; and

WHEREAS, the parking lot attendant will serve as a customer service liaison during the busy tourist season as outlined in Section 4.1 of the revised lease agreement; and

WHEREAS, the cost for the parking lot attendant will be funded from the Police
Department Outside Labor account 01-74050, with a budget adjustment at the end of fiscal year 2007-08, if necessary.

NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA DOES:

1. Agree to the attached amendment to the lease agreement with National Parking
and Valet that was executed for the period July 1, 2006 through June 30, 2009.

2. Authorize the City Administrator to execute the amendment on behalf of the City.

3. Authorize the $10,300 cost of the parking lot attendant to be funded from Police
Department Outside Labor account 1-74050.

AMENDMENT TO LEASE AGREEMENT BETWEEN THE CITY OF CARMEL-BY-THE-SEA
AND NATIONAL PARKING AND VALET
EXECUTED ON JULY 1, 2006
Effective February 5, 2008, the following sections are added to the lease
agreement:

3.2 LESSOR shall pay to LESSEE a total of $10,300 for a parking lot attendant to serve as a customer service liaison responsible for facilitating the quick transfer of payment to the machines and who will act as a point of reference for the downtown area. The attendant will be present at the parking lot during the times, as outlined in 4.1(b) of this Agreement.

4.1(b) LESSEE agrees to have an attendant at the parking lot to serve as a
customer service liaison during the following times:

Service can be provided by the LESSEE for additional dates not listed above at the
rate of $20.00/hour, as requested.

24.2 This document may be amended only by written instruments signed by both
LESSOR and LESSEE.
