Thank you for attending the meeting. Anyone wishing to address the Commission on matters within the jurisdiction of the Commission may do so now. Please state the matter on which you wish to speak. Matters not appearing on the Commission’s agenda will not receive action at this meeting but may be referred to staff for a future meeting. Presentations will be limited to three minutes, or as established by the Commission. Persons are not required to give their name or address, but it is helpful for speakers to state their name in order that the Secretary may identify them.

1. Consideration of the minutes for the 3 January 2008 regular meeting.
VI. ORDERS OF BUSINESS
1. Consider and provide policy direction on a proposal from the Friends of Carmel Forest to provide funding support for tree planting and watering.
2. Consider and provide policy direction to the City Council on a list of trees appropriate for planting in the Central Business District.
3. Receive report from the Ad Hoc Beach Committee and discussion of beach cleanup maintenance and police patrol for illegal fires.
4. Consider and provide policy direction of the Forest and Beach Commission 2008/2009 goal for budget submission.
5. Consideration of signs on the beach.
VII. REPORTS FROM STAFF AND COMMISSION
1. Report on City Forester’s presentation to the City Council regarding the Forest Study implementation recommendations.
2. Report from the City Forester regarding Beach Sand Profiles and Sand Replenishment.

3 January 2008

I. CALL TO ORDER:
The regular meeting of the Forest and Beach Commission of the City of Carmel-by-the-Sea, California was held on the above date at the hour of 1:30 p.m. Chairperson John called the meeting to order.
II. ROLL CALL:
PRESENT: Nancy John, Chairperson
Joe Ford
Tad Pritchett
ABSENT: Bob Tierney, Kathleen Coss
STAFF PRESENT: Mike Branson, City Forester
Margi Perotti, Administrative Coordinator
III. EXTRA ORDINARY BUSINESS
1. Nominations and election of Chairperson and Vice Chairperson for 2008.
Commissioner FORD nominated and Commissioner PRITCHETT 2nd the nomination for Nancy JOHN to serve a 2nd term for Chairperson. Commissioner PRITCHETT nominated and Commissioner JOHN 2nd the nomination of Joe FORD for Vice Chairperson.
By a unanimous voice vote, NANCY JOHN was elected for Chairperson and JOE FORD was elected as Vice Chairperson for the 2008 term.
IV. PLEDGE OF ALLEGANCE
The audience joined the Commission in the Pledge of Allegiance.
V. APPEARANCES:
No appearances.
VI. CONSENT AGENDA
1. Consideration of the minutes for the 1 November 2007 regular meeting.
2. Consideration of the proposed meeting schedule for 2008.
Commissioner FORD moved to approve the consent calendar, seconded by Commissioner PRITCHETT and carried by the following roll call vote:
AYES: FORD, PRITCHETT, JOHN
NOES: NONE
ABSTAINED: NONE
ABSENT: TIERNEY, COSS
VI. ORDERS OF BUSINESS
1. Consider and provide policy direction on a proposal from the Friends of Carmel Forest to provide funding support for tree planting and watering.
**** Chairperson Coss joined the Commission.**** 1:36 p.m.
Clayton Anderson, President of the Friends of Carmel Forest presented the proposal to donate $5,000 for the purchase of trees in FY 2008/2009.
Chairperson John opened the public hearing at 1: 44 p.m.
Barbara Livingston and Greg D’Ambrosio appeared before the Commission.
Chairperson John closed the public hearing at 1: 47 p.m.
Chairperson John opened the public hearing at 1:48 p.m.
Clayton Anderson submitted the Friends of Carmel Forest Proposal to the Commission into the record. Barbara Livingston and Greg D’Ambrosio also appeared before the Commission.
Chairperson John closed the public hearing at 1: 51 p.m.
Heidi Burch, City Clerk appeared before the Commission to clarify budget questions of the Commission.
Commissioner FORD moved a recommendation to the City Council to support the offer of $5,000 from the Friends of Carmel Forest with conditions, and this recommendation be forwarded to the City Council by staff at the appropriate budget submission time, seconded by COSS and carried by the following roll call vote:
AYES: COSS, FORD, PRITCHETT, JOHN
NOES: NONE
ABSTAINED: NONE
ABSENT: TIERNEY
2. Consider and provide policy direction of the City Council on a list of trees appropriate for planting in the Central Business District.
Mike Branson, City Forester presented his staff report.
Chairperson JOHN opened the public hearing at 2:11 p.m.
Barbara Livingston, Greg D’Ambrosio appeared before the Commission.
Chairperson JOHN closed the public at 2:16 p.m.
No action taken.
3. Receive report from the Ad Hoc Beach Committee and discussion of beach cleanup maintenance and police patrol for illegal activities.
Police Chief Rawson and Officer Calhoun discussed patrol activities, with special emphasis on beach fires.
Chairperson JOHN opened the public hearing at 2:29 p.m.
Barbara Livingston and Greg D’Ambrosio appeared before the Commission.
Chairperson JOHN closed the public hearing at 2:38 p.m.
No other action taken.
4. Consider and provide police direction of the Forest and Beach Commission 2008/2009 goal for budget submission.
Mike Branson, City Forester gave his staff report.
Chairperson JOHN opened the public hearing at 2:55 p.m.
Greg D’Ambrosio appeared before the Commission.
Chairperson John closed the public hearing at 2:58 p.m.
Commissioner COSS suggested the following items to be considered:
* Full-time Forest and Beach Maintenance worker position to water and care for trees.
* Receive $5,000 from Friends of Carmel Forest – with conditions.
* Design and implement new signage for beach.
* Implement Mission Trail Nature Preserve Master Plan maintenance plan (Clean and improve park).
* Implement the Beach Maintenance Master Plan (Shoreline Master Plan), with regards to the riprap, beach bluff, stairs and general beach maintenance and possible improvements.
Chairperson John opened the pubic hearing at 3:10 p.m.
Greg D’Ambrosio appeared before the Commission.
Chairperson John closed the public hearing at 3:14 p.m.
To be continued to the next regular meeting for further discussion.
VII. REPORTS FROM STAFF
1. Report from City Forester regarding the Forest Study Implementation recommendation presentation to the City Council.

Mike Branson, City Forester gave his presentation, and addressed questions of the Commission.
IX. ADJOURNMENT
There being no further business, Chairperson John adjourned the meeting at 3:30 p.m.
