II. TOUR OF INSPECTION
Shortly after 3:30 p.m. the Commission will leave the Council chambers for an on-site Tour of Inspection of all properties listed on this agenda (including those on the Consent Agenda). Prior to the beginning of the Tour of Inspection, the Commission may eliminate one or more on-site visits. The public is welcome to follow the Planning Commission on its tour of the determined sites. The Commission will return to the Council Chambers at 4:30 p.m. or as soon thereafter as possible.

VI. APPEARANCES
Anyone wishing to address the Commission on matters not on the agenda, but within the jurisdiction of the Commission may do so now. Please state the matter on which you wish to speak. Presentations will be limited to three minutes, or as otherwise established by the Commission. Persons are not required to give their name or address, but it is helpful for speakers to state their name in order that the Secretary may identify them.

Items placed on the Consent Agenda are considered to be routine and are acted upon by the Commission in one motion. There is no discussion of these items prior to the Commission action unless a member of the Commission, staff, or public requests specific items be discussed and/or removed from the Consent Agenda. Items on the Consent Agenda marked with * have been noticed as public hearings. It is understood that the staff recommends approval of all consent items. Each item on the Consent Agenda approved by the Commission shall be deemed to have been considered in full and adopted as recommended.

Historic Context Statement

Consideration of recommendations to the City Council regarding the updated Historic Context Statement. The proposed Context Statement Update project will expand the existing Context Statement to include the time period from 1940 to 1965. This update will be an amendment to the appendix of the City’s Local Coastal Program and require City Council and California Coastal Commission approval.

Affordable Housing Ordinance

Consideration of recommendations to the City Council regarding amendments to the Land Use Element of the General Plan/Coastal Land Use Plan and Revisions to the previously approved Affordable Housing Ordinance. The proposed project makes minor modifications to the previously approved ordinance, and for consistency purposes, also amends the General Plan/Coastal Land Use Plan to allow for the affordable housing ordinance.

The Planning Commission toured the following sites: Levett, American Red Cross and Plaza del Mar.

Members of the audience joined Commission Members in the pledge of allegiance.
V. ANNOUNCEMENTS FROM DIRECTOR OR CHAIR
Chairman Strid announced that the certification of the EIR for the Plaza del Mar project was not on the agenda, input on the architectural design is on the agenda. The EIR will be completed once the residential and commercial mix is determined.

Chairman Strid opened the public hearing at 4:40 p.m. Neils Reimers, Barbara Livingston, Earl Lagerhold and Marian Leidig appeared before the Commission. There being no other appearances, the public hearing was closed at 4:50 p.m.
Commissioner WILSON moved to refer item back to City Council to receive another vote on the buildings visual quality, seconded by HILLYARD
Commissioner WILSON revised his motion to read, refer to City of Carmel preservation issues and receive a new decision from City Council
Motion died due to lack of a second.
After further discussion, the public hearing was re-opened at 5:05 p.m. John Mandurrago, Gunnar Reimers, Barbara Livingston and Brian Congleton appeared before the Commission. There being no other appearances, the public hearing was closed at 5:15 p.m.
Commissioner HILLYARD moved to continue the item to the July meeting, seconded by HEWER and carried by the following roll call vote:

There being no other appearances, the public hearing was closed at 5:34 p.m.
After further discussion, Chairman Strid re-opened the public hearing at 5:42 p.m.
Eleanor Lialo, Lewis Anderson and Tom Greeley appeared before the Commission. There being no other appearances, the public hearing was closed
at 5:46 p.m.
Commissioner HILLYARD moved to deny the application, seconded by WILSON and carried by the following roll call vote:
