FOREST AND BEACH COMMISSION
MINUTES
3 July 2008

1:30 p.m.
I. CALL TO ORDER AND ROLL CALL:
The regular meeting of the Forest and Beach Commission of the City of Carmel-by-the-Sea, California was held on the above date at the hour of 1:30 p.m. Acting Chairperson Kathleen Coss called the meeting to order.

STAFF PRESENT: Mike Branson, City Forester
Leslie Fenton, Administrative Coordinator
II. EXTRORDINARY BUSINESS
Assistant City Clerk Molly Laughlin swore in new Commission member Leslie Kadis.
III. TOUR OF INSPECTION
The Commission adjourned for the Tour of Inspection at 1:35 p.m. and reconvened the meeting at
2:20 p.m.
IV. PLEDGE OF ALLEGANCE
The audience joined the Commission in the Pledge of Allegiance.
V. APPEARANCES:
Anne Solon, Shirley Humann and Skip Lloyd appeared before the Commission.
VI. CONSENT AGENDA
None
VII. APPLICATIONS/PUBLIC HEARINGS
1. Consideration of an application to remove one 65” dbh Monterey cypress for safety reasons. The site
is located on the east side of Scenic Road 3 south of 8th Ave. The applicant is Mike Iverson for Mel
Young.
Mike Branson, City Forester gave his staff report.
Chairperson COSS opened the pubic hearing at 2:40 p.m.
A representative of Steve Brooks and Karen Lyon appeared before the Commission.
Chairperson COSS closed the public hearing at 2:42 p.m.
Commissioner COSS moved to approve the request for removal, applicant to plant one (1) 15’ gallon Cypress on property near the site of the current tree, it is to be maintained, watered and not pruned for 10 years. Applicant shall give a $500 gift to Urban Forest Restoration Deposit Account,
A substitute motion was made by Commissioner PRITCHETT.
Commissioner PRITCHETT moved to approve the request for removal, applicant to plant one (1) 15’ gallon Cypress on property near the site of the current tree, it is to be maintained and watered.
Motion died due to lack of a second.
Commissioner COSS amended her first motion.
Commissioner COSS moved to approve the request for removal, applicant to plant one (1) 15-gallon Cypress on property near the site of the current tree, it is to be maintained, watered and pruned only by authorization of the City for the next ten years, in addition the applicant shall give a $500.00 gift to the Urban Forest Restoration Deposit Account, seconded by KADIS and carried by the following roll call vote:
AYES: COSS, KADIS, PRITCHETT
NOES: NONE
ABSTAINED: NONE
ABSENT: FORD, JOHN
2. Consideration of an application to remove a 36” dbh Monterey pine for safety reasons and infrastructure
damage. The site is located on the west side of Torres St. 3 south of 2nd Ave. The applicant is Donna
Moheyuddin.

Chairperson COSS opened the pubic hearing at 2:50 p.m.
Chairperson COSS closed the public hearing at 2:50 p.m.
Commissioner KADIS moved to deny the application, seconded by COSS and carried by the following roll call vote:
AYES: COSS, KADIS, PRITCHETT
NOES: NONE
ABSTAINED: NONE
ABSENT: FORD, JOHN
VIII. ORDERS OF BUSINESS
1. Advisory of a revision to the design for the Fourth Ave. Riparian Habitat Restoration Project.
City Forester Mike Branson presented his report.
Chairperson COSS opened the pubic hearing at 2:59 p.m.
Barbara Livingston appeared before the Commission.
Chairperson COSS closed the public hearing at 3:00 p.m.
2. Discussion of illegal tree pruning of a Monterey cypress located on the west side of Viscaino Ave. three
homes south of Mountain View Ave.
City Forester Mike Branson presented his report.
Chairperson COSS opened the pubic hearing at 3:08 p.m.
Barbara Livingston and Maria Sutherland appeared before the Commission.
Chairperson COSS closed the public hearing at 3:14 p.m.
An ad hoc committee of Les Kadis and Kathleen Coss will look into violations and fines and report back to Commission at the September meeting.
3. Consideration of an Arbor Day event for 2008 and assigning and ad hoc committee to develop the event
with the Friends of Carmel Forest.
Chairperson COSS opened the pubic hearing at 3:20 p.m.
Barbara Livingston and Maria Sutherland appeared before the Commission.
Chairperson COSS closed the public hearing at 3:24 p.m.
An ad hoc committee of Joe Ford as the primary contact and Kathleen Coss and the second contact was formed.
Commissioner COSS moved support of the Arbor Day event by the Forest & Beach Commission, seconded by PRITCHETT and carried by the following roll call vote:
AYES: COSS, KADIS, PRITCHETT
NOES: NONE
ABSTAINED: NONE
ABSENT: FORD, JOHN
IX. REPORTS FROM STAFF AND COMMISSION
Chairperson COSS opened the pubic hearing at 3:30 p.m.
Skip Lloyd appeared before the Commission.
Chairperson COSS closed the public hearing at 3:41 p.m.
X. ADJOURNMENT
There being no further business, Chairperson Coss adjourned the meeting at 3:45 p.m.
