Name: Review conceptual plans for a pedestrian pathway on the west side of San Antonio Avenue between Ocean and Fourth Avenues and provide direction to staff.

Description: A pedestrian pathway is proposed on the west side of San Antonio A venue between Ocean and Fourth Avenues as part of the implementation of the Del Mar Master Plan. The purpose of this hearing is for the Council to provide direction on the conceptual plans.

Grant Funds: $250,000, a portion of which will fund this pathway.

Staff Recommendation: Provide direction on the conceptual plans.

Important Considerations: The City Council adopted the Del Mar Master Plan on 1 September 2009. The City received a grant from the Coastal Conservancy for the implementation of several aspects of the Master Plan including the proposed pathway. The grant envisions completion of the project by the end of 2012.

BACKGROUND & DESCRIPTION
In accordance with General Plan Goal 4-2 the City adopted the Del Mar Master Plan
(DMMP) in 2009. The DMMP addresses issues related to parking, circulation, public
access, aesthetics and environmental resources of the parking area and adjacent dunes and
was approved by the Planning Commission, City Council and Coastal Commission.
The following elements of the DMMP have already been either completely or partially
implemented:
• Installation of a pedestrian path from the Pebble Beach Gate to Fourth Avenue.
• A beach access staircase at the north end of the beach and a boardwalk connecting
Fourth Avenue with the beach staircase.
• Improvements to the parking area.
• A portion of the dune restoration efforts is under way by the Carmel Garden Club
near the corner of Ocean and San Antonio.
• Volunteer groups have been assisting in the removal of invasive plants throughout the
north dunes.
On 11 November 2012 the City was awarded a $250,000 grant from the Coastal
Conservancy to implement as much of the Master Plan as could be accomplished. The
primary elements of the implementation would be:
• Design and construction of a walkway along San Antonio Avenue from Ocean
Avenue to Fourth Avenue.
• Construction of an ADA compliant boardwalk and viewing platform west of the
parking area.
• Replacement of existing asphalt sidewalks with permeable pavers between San
Antonio Avenue and Del Mar.

• Development of a landscape restoration plan for the remaining portions of the North
Dunes.
PEDESTRIAN PATHWAY
On 4 December 2011, the City Council authorized a contract with WWD Engineering to
develop conceptual drawings for the new pathway and boardwalk. The purpose of this
meeting is to provide an opportunity for the Council to review the preliminary plans for the
pathway and provide direction to staff. Plans for the boardwalk/viewing area will be brought
to the Council at a later date.
The proposed pathway is located on the west side of San Antonio Avenue between Ocean
and Fourth Avenues. The pathway will link the sidewalks on Ocean Avenue, the Fourth
Avenue Pathway, and the recently completed pathway from Fourth Avenue into Pebble
Beach. The preliminary plans include the following:
• The section of the pathway from Fourth Avenue to just south of the existing
driveways of the Sand and Sea development will be asphalt and will follow the
existing Carmel stone retaining wall. The existing asphalt will be either repaired or
replaced in this section.
• The planter in the center island of the road will be modified to provide sufficient
vehicle clearance.
• The pathway will have a decomposed granite surface from just south of the Sand and
Sea driveways to the corner of Ocean Avenue.
• Wood retaining walls of varying heights (not to exceed approximately 2 feet) are
proposed on the west side of the pathway to retain the sand dunes.
• An AC curb is proposed on the east side of the pathway to separate the path from the
street and for safety reasons.
• The existing boulders on the west side of San Antonio will be removed to allow for
improved vehicle parking.
The Planning Commission reviewed this conceptual plan on 28 February 2012. The
Commission had made the following recommendations:
• Increase the width of the street between the path and the tree planter near Fourth
Avenue to improve safety and access.
• Look for opportunities to meander the path to create separation between the road and
the path and to look less formal.
• Consider design options that would eliminate the retaining walls in the dunes.
• Consider alternatives to the formal appearance of the curb.
RECOMMENDATION
Receive the report and provide direction to staff.
