Name: Consideration of a Resolution entering into a contract with Pierce Manufacturing for the design and manufacture of a Saber PUC Pumper fire engine in the amount of $427,645.44.

Description: The City of Carmel-by-the-Sea Fire Department needs a new frontline fire engine. According to the National Fire Protection Association (NFPA), fire apparatus older than 25 years old should be replaced. Fire engines are considered “frontline” for 10 to 15 years, for a total lifespan of 25 to 30 years.

The Fire Department’s in-service engines are a 1989 Beck Engine and a 1999 E-One Engine. The Fire Department will keep these two engines as reserves and use the new engine in a frontline capacity. The new fire engine will have the features now required by NFPA including airbags, seatbelt restraint systems, and advanced braking systems.

The Pierce purchase contract attached (Exhibit A), for a new Saber 1500 gpm PUC Pumper fire engine is based on a cooperative purchase arrangement (as outlined in Carmel-by-the-Sea’s Municipal Code Section 3.12.170) with the Monterey Peninsula Airport District. In June 2007, Monterey Peninsula Airport District obtained quotes from Pierce Manufacturing and Shea & Sons.

In September 2007, the Airport District awarded the purchase contract for an Arrow XT PUC Pumper to Pierce Manufacturing. Pierce Manufacturing will offer the City the same pricing, terms and conditions as that included in the Airport District contract.
Pierce Manufacturing estimates it will take approximately 225 to 255 calendar days to design and build the new engine. Meanwhile, the Administrative Services Director will research financing options to pay for the fire engine. Financing costs are included in the Triennial Budget. In FY 2009/10, $78,000 is budgeted under capital lease payments for this purchase. A financing agreement will be presented to the City Council for review and approval at a future meeting.

Overall Cost: City Funds: Purchase price of $427,645.44 plus an estimated $68,000 in interest expenses for a total of $495,645.44 (assuming seven-year financing).

Staff Recommendation: Approve the Resolution entering into a contract with Pierce Manufacturing for the design and manufacture of a Saber PUC Pumper fire engine in the amount of $427,645.44.

Important Considerations: When one of the two fire engines is out of service, the City rents an engine from the City of Pacific Grove. By purchasing a new fire engine, the City will have a reliable frontline fire engine that meets NFPA standards. Beginning in January 2009, new NFPA fire apparatus standards will add costs to a new fire engine, so by entering into a contract now, the City’s new engine will not be subject to the new, stricter standards.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA ENTERING INTO A CONTRACT WITH PIERCE MANUFACTURING FOR THE DESIGN AND MANUFACTURE OF A SABER PUC PUMPER FIRE ENGINE IN THE AMOUNT OF $427,645.44

WHEREAS, the City of Carmel-by-the-Sea’s fire engines are no longer suitable as frontline fire engines; and

WHEREAS, the Fire Department has conducted research on the fire engine best suited for Carmel-by-the-Sea’s unique needs; and

WHEREAS, Pierce Manufacturing has provided a quote of $427,645.44 for a Saber PUC
Pumper fire engine that meets the City’s needs, at price based on a cooperative purchasing arrangement with the Monterey Peninsula Airport District.

NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA DOES:

1. Authorize the City Administrator to execute a contract with Pierce Manufacturing for the design and manufacture of one Saber PUC Pumper fire engine in the amount of
$427,645.44.
