Name: Consideration of a Resolution to waive building permit fees for the Carmel
Foundation’s Trevvett Court project.

Description: The Carmel Foundation is planning to redevelop Trevvett Court to include
14 affordable, senior housing units. The project is on hold until the California Coastal Commission certifies the City’s affordable housing ordinance.

Overall Cost:
City Funds: Approximately $15,000
Grant Funds: N/A

Staff Recommendation: Adopt the resolution to grant a fee waiver to the Carmel
Foundation for this project.

Important Considerations: The Housing Element of the General Plan encourages increasing the stock of affordable senior housing and accommodating its construction. The proposed project will add five affordable units to the City’s
housing stock.

The Carmel Foundation estimates that the project will cost approximately $ 2.4
million. The Building Permit fees are based on the value of construction and are
calculated by the Building Official during the plan check process. The estimated
fees for this project are approximately $15,000.

A RESOLUTION OF THE CITY COUNCIL OF CARMEL-BY-THE-SEA WAIVING BUILDING PERMIT FEES FOR THE CARMEL FOUNDATION’S TREVVETT COURT PROJECT

WHEREAS, The City of Carmel-by-the-Sea is a unique community that prides itself on
its residential character; and

WHEREAS, the City has adopted a General Plan and Municipal Code that strive to protect the village character through clear policies and regulations that guide property owners in the protection of the residential character; and

WHEREAS, the General Plan encourages the creation of affordable housing and reducing
governmental restraints on the provision of affordable housing; and

WHEREAS, the Trevvett Court project will add five units of affordable senior housing to the City.

NOW, THEREFORE, the City Council of the City of Carmel-by-the-Sea does hereby resolve to waive the building permit fees for the Trevvett Court redevelopment project.
