SPECIAL MEETING
MINUTES
21 August 2008
Thursday
1:30 p.m.
I. CALL TO ORDER AND ROLL CALL:
The regular meeting of the Forest and Beach Commission of the City of Carmel-by-the-Sea, California was held on the above date at the hour of 1:30 p.m. Chairperson Nancy John called the meeting to order.
PRESENT: Nancy John, Chairperson
Leslie Kadis
Joe Ford
ABSENT: Tad Pritchett
Kathleen Coss
STAFF PRESENT: Mike Branson, City Forester
Margi Perotti, Administrative Coordinator
II. TOUR OF INSPECTION
The Commission adjourned for the Tour of Inspection at 1:35 p.m. and reconvened the meeting at 2:30 p.m.
IV. PLEDGE OF ALLEGANCE
The audience joined the Commission in the Pledge of Allegiance.
V. APPEARANCES:
Barbara Livingston appeared before the Commission.
VI. CONSENT AGENDA
1. Consideration of the minutes from the 5 June 2008 regular meeting.
Continued to the next meeting for adoption.
2. Consideration of the minutes from the 3 July 2008 regular meeting.
Continued to the next meeting for adoption.
VII. APPLICATIONS/PUBLIC HEARINGS
1. Consideration of an application to remove one 25” dbh Monterey pine tree that has pitch canker and is damaging a deck. The site is located on the west side of Dolores 2 north of 12th Avenue. The applicant is Markham Johnson.

Chairperson JOHN opened the pubic hearing at 2:36 p.m.
Markham Johnson and Brent Allen appeared before the Commission.
Chairperson JOHN closed the public hearing at 2:40 p.m.
Commissioner KADIS moved to approve the request for removal, seconded by FORD and carried by the following roll call vote:
AYES: FORD, KADIS, JOHN
NOES: NONE
ABSTAINED: NONE
ABSENT: COSS, PRITCHETT
Chairperson JOHN moved the have two replacement trees be planted, one redwood and one pine to be located in the back yard, size to be determined by the City Forester, seconded by KADIS and carried by the following role call vote:
AYES: FORD, KADIS, JOHN
NOES: NONE
ABSTAINED: NONE
ABSENT: COSS, PRITCHETT
2. Consideration of an application to remove an 18” dbh black acacia due to the adjacent neighbor not liking the tree. The site is located on the east side of San Carlos 3 north of 13th Avenue. The applicant is Smith Tree Service for Gloria Wagner.

Chairperson JOHN opened the pubic hearing at 2:50 p.m.
Gloria Wagner and Dick Dalsmer appeared before the Commission.
Chairperson COSS closed the public hearing at 2:54 p.m.
Commissioner KADIS moved to adopt the staff’s recommendation and deny the application, seconded by FORD and carried by the following roll call vote:
AYES: FORD, KADIS, JOHN
NOES: NONE
ABSTAINED: NONE
ABSENT: COSS, PRITCHETT
VII. ORDERS OF BUSINESS
1. Discussion and planning direction for an Arbor Day Event on October 30, 2008 to be co-sponsored with the Friends of Carmel Forest.

Commissioner FORD elaborated on the Miracle of Community Trees program.
Chairperson JOHN opened the pubic hearing at 2:55 p.m.
Barbara Livingston appeared before the Commission.
Chairperson JOHN closed the public hearing at 3:00 p.m.
No other action.
IX. REPORTS FROM STAFF AND COMMISSION
1. Receive report from the Ad Hoc Beach Committee regarding activities and condition of the beach.

2. City Forester report on the status of the 4th Avenue Riparian Habitat Restoration Project.

X. ADJOURNMENT
There being no further business, Chairperson John adjourned the meeting at 3:10 p.m.
