SPECIAL CITY COUNCIL MEETING
CITY OF CARMEL-BY-THE-SEA
March 25, 2009


I. CALL TO ORDER
The special meeting of the City Council of the City of Carmel-by-the-Sea, California, was held on the above date at the stated hour of 4:33 p.m. Mayor McCloud called the meeting to order.

II. ROLL CALL
PRESENT: Council Members Hazdovac, Rose, Sharp, Talmage & McCloud
STAFF PRESENT: Rich Guillen, City Administrator
Don Freeman, City Attorney
Heidi Burch, City Clerk
George Rawson, Public Safety Director

III. PLEDGE OF ALLEGIANCE
Members of the audience joined the Mayor and Council Members in the Pledge of
Allegiance.

IV. ORDERS OF COUNCIL
A. Receive economic analysis report on Flanders Mansion.
This item was heard immediately following item IV.B.

B. Receive report and provide policy direction regarding contracting fire protection
services to the City of Monterey.
Public Safety Director George Rawson presented the report. Monterey Mayor Chuck Della Sala addressed Council regarding the proposed fire services contract, the fire services Monterey now offers, and his vision for a Peninsula-wide fire department in the future. Monterey Fire Chief Sam Mazza answered Council questions.

Mayor McCloud opened the meeting to public comment at 5:05 p.m.

Barbara Livingston, Monte Miller, Linda Anderson, August Beacham, President of
Carmel Professional Firefighters, Mitch Kastros, a Carmel firefighter and Margi
Perotti, representing the City’s general employees, addressed Council.

Mayor McCloud closed the meeting to public comment at 5:17 p.m.

Fire Chief Sam Mazza and Jim Thompson, Deputy City Manager of Monterey, answered the questions posed by the public.

Monterey Assistant City Manager Fred Cohn addressed Council.

Council requested staff return with additional details on the proposed fire merger at a future date.

I.V.A. Receive economic analysis report on Flanders Mansion.
City Administrator Guillen presented the report. The item will be discussed at a
future City Council meeting.

V. ADJOURNMENT
Mayor McCloud declared the meeting adjourned at 6:18 p.m.
