MINUTES
SPECIAL CITY COUNCIL MEETING
CITY OF CARMEL-BY-THE-SEA
April 2, 2009
I. CALL TO ORDER
The special meeting of the City Council of the City of Carmel-by-the-Sea, California, was held on the above date at the stated hour of 4:35 p.m. Mayor McCloud called the meeting to order.
II. ROLL CALL
PRESENT: Council Members Hazdovac, Sharp, Talmage & McCloud
ABSENT: Council Member Rose
STAFF PRESENT: Rich Guillen, City Administrator
Heidi Burch, City Clerk
George Rawson, Public Safety Director
Joyce Giuffre, Admin. Services Director
Janet Cubbage, Library Director
III. PLEDGE OF ALLEGIANCE
Members of the audience joined the Mayor and Council Members in the Pledge of
Allegiance.
IV. ORDERS OF COUNCIL
A. Budget Workshop to receive proposed budget documents from the City Administrator.
City Administrator Guillen presented the budget documents.
Mayor McCloud opened the meeting to public comment at 4:50 p.m.
James Emory, treasurer of the Carmel Residents Association, submitted a list of
recommendations.
Carolyn Hardy urged hiring a consultant to analyze fire protection needs.
Greg D’Ambrosio spoke about fire services.
Monta Potter, CEO of the Carmel Chamber of Commerce, spoke about the need for
continued City marketing funding to attract tourists.
Monte Miller addressed public comments on the General Plan update, the Fire
Department, city streets, and the Sunset Center debt service and subsidy.
Richard Dalsemer spoke about the clause that would allow the City to withdraw from
a merger with the Monterey Fire Department with 12 months’ notice.
Barbara Livingston spoke about fire service, response time, and urged hiring a
consultant to weigh the pros and cons of a fire merger with Monterey.
Roberta Miller spoke about fire services.
Charlotte Townsend spoke about fire services.
Linda Anderson commented on the Local Coastal Plan and the requests of the Forest
and Beach Commission, Carmel Residents Association goals, delaying plans for the
Forest Theater, and fire services.
Mayor McCloud closed the meeting to public comment at 5:16 p.m.
Rich Guillen discussed the shared services agreement with Monterey for fire services.
The next special City Council meeting to consider the budget will be on May 7,
followed by another special meeting on May 28. If there are still lingering budget
issues, a third meeting will be held on June 9.
V. ADJOURNMENT
Mayor McCloud declared the meeting adjourned at 6:31 p.m.
