III. TOUR OF INSPECTION
Shortly after 4:00 p.m. the Board will leave the Council Chambers for an on-site Tour of Inspection of all properties listed on this agenda (including those on the Consent Agenda). Prior to the beginning of the Tour of Inspection, the Commission may eliminate one or more on-site visits. The public is welcome to follow the Planning Commission on its tour of the determined sites. The Commission will return to the Council Chambers at 4:30 p.m. or as soon thereafter as possible.

VII. APPEARANCES
Anyone wishing to address the Commission on matters not on the agenda, but within the jurisdiction of the Commission may do so now. Please state the matter on which you wish to speak. Matters not appearing on the Commission agenda will not receive action at this meeting but may be referred to staff for a future meeting.
Presentations will be limited to three minutes, or as otherwise established by the Commission. Persons are not required to give their name or address, but it is helpful for speakers to state their name in order that the Secretary may identify them.

Items placed on the Consent Agenda are considered to be routine and are acted upon by the Commission in one motion. There is no discussion of these items prior to the Commission action unless a member of the Commission, staff, or public requests specific items be discussed and/or removed from the Consent Agenda. Items on the Consent Agenda marked with * have been noticed as public hearings. It is understood that the staff recommends approval of all consent items. Each item on the Consent Agenda approved by the Commission shall be deemed to have been considered in full and adopted as recommended.

City of Carmel
Mission Trails Nature Preserve
Consideration of Design Study and Coastal Development Permit applications for the construction of a pedestrian footbridge in the Mission Trails Nature Preserve.

General Plan Update
Consideration of recommendations to the City Council regarding a draft of the General Plan Update Project. This project involves the update of the Circulation, Public Safety, Noise, Public Facilities, Open Space and Conservation Elements of the General Plan.
2. MP 08-6
Green Building Program
Consideration of recommendations from the Green Building Committee regarding the development of green building development standards in the City of Carmel-by-the-Sea.
3. MP 08-5
Del Mar Master Plan
Consideration of recommendations to the City Council regarding adoption of the Del Mar Master Plan and a Mitigated Negative Declaration. The Master Plan area includes the Del Mar Parking Area located on Ocean Avenue, west of San Antonio Avenue and the Del Mar and North Dunes located to the north and to the south of the parking area. This project requires certification by the California Coastal Commission.

Mission Trails Nature Preserve

General Plan Update

Sean Conroy, Planning & Building Services Manager, and Bill Wiseman of RBF Consulting presented the staff report.
Chairman Hewer opened the General Comments section of the public hearing at 4:45 p.m. Richard Flower, Monte Miller, John Thodos, Barbara Livingston and Skip Lloyd appeared before the Commission. There being no other appearances, the public hearing was closed at 4:57 p.m.
Chairman Hewer opened the Circulation Element for public hearing at 5:01 p.m. Barbara Livingston, Monte Miller and Skip Lloyd appeared before the Commission. There being no other appearances, the public hearing was closed at 5:08 p.m.
Chairman Hewer opened the Public Facilities & Services Element for public hearing at 5:24 p.m. Carolyn Hardy and John Thodos appeared before the Commission. There being no other appearances, the public hearing was closed at 5:30 p.m.
Chairman Hewer opened the Open Space & Conservation Element for public hearing at 5:39 p.m. Monte Miller, Barbara Livingston, Skip Lloyd and Roberta Miller appeared before the Commission. There being no other appearances, the public hearing was closed at 5:44 p.m.
Chairman Hewer opened the Environmental Safety Element for public hearing at 6:01 p.m. Carolyn Hardy, Monte Miller, Skip Lloyd and Barbara Livingston appeared before the Commission. There being no other appearances, the public hearing was closed at 6:09 p.m.
Chairman Hewer opened the Noise Element for public hearing at 6:16 p.m. Monte Miller, Carolyn Hardy, Richard Flower, John Thodos and Safwat Malek appeared before the Commission. There being no other appearances, the public hearing was closed at 6:24 p.m.
There was no motion required for this item.
2. MP 08-6
Green Building Program
Consideration of recommendations from the Green Building Committee regarding the development of green building development standards in the City of Carmel-by-the-Sea.
Sean Conroy, Planning & Building Services Manager, presented the staff report. Chairman Hewer opened the public hearing at 6:35 p.m. Monte Miller, Safwat Malek and John Thodos appeared before the Commission. There being no other appearances, the public hearing was closed at 6:40 p.m.
Commissioner HILLYARD moved to recommend adoption of the ordinance to the City Council with revised wording to section 15.54.070 Exceptions – If, due to unusual circumstances, an applicant determines that compliance with this ordinance creates an unreasonable hardship, the applicant may apply for an exception with the Planning Commission. The burden of proof shall be on the applicant to demonstrate that the requirements of this ordinance create an unreasonable hardship, seconded by WILSON and carried by the following roll call vote:
AYES: COMMISSION MEMBERS: Hillyard, Reimers, Wilson, Hewer
NOES: COMMISSION MEMBERS: None
ABSENT: COMMISSION MEMBERS: None
ABSTAIN: COMMISSION MEMBERS: None
3. MP 08-5
Del Mar Master Plan
Consideration of recommendations to the City Council regarding adoption of the Del Mar Master Plan and a Mitigated Negative Declaration. Commission WILSON moved to recommend adoption of the plan and the Mitigated Negative Declaration to the City Council, seconded by REIMERS and carried by the following roll call vote:
AYES: COMMISSION MEMBERS: Hillyard, Reimers, Wilson, Hewer
NOES: COMMISSION MEMBERS: None
ABSENT: COMMISSION MEMBERS: None
ABSTAIN: COMMISSION MEMBERS: None
XI. ADJOURNMENT
There being no further business to come before the Commission, the meeting was adjourned at 7:00 p.m.
