Name: Consideration of a Resolution authorizing the installation of a three-way stop
at the intersection of Junipero and12th Avenues.

Description: The City contracted in 2008 with Traffic Engineer Malcolm Knisely to
conduct a study on the feasibility of installing a three-way stop at the
intersection of Junipero Avenue and 12th Avenue. His study supported the
addition of a stop sign for eastbound traffic on 12th Avenue at Junipero, and
further recommended the existing northbound stop sign on Junipero at Ridgewood remain at its present location. The Traffic Committee and Traffic Safety Officer Steve Rana unanimously agreed to convert the intersection of Junipero and 12th Avenue into a three-way stop.

Overall Cost: $200.00

Staff Recommendation: Adopt the Resolution.

Important Considerations: The additional stop sign is intended to improve traffic and pedestrian safety. The Traffic Committee and Traffic Safety Officer Rana believe a three-way stop will improve motorist and pedestrian safety.

I. RECOMMENDED MOTION:
Adopt the Resolution.

II. BACKGROUND:
In November 2008, the City of Carmel by-the-Sea contracted Traffic Engineer Malcolm Knisely to conduct a study to determine the feasibility of installing a threeway stop at the intersection at Junipero and 12th Avenue. City staff considered installing a stop sign for eastbound traffic on 12th and Junipero Avenue, and
relocating the stop sign from northbound Junipero Avenue and Ridgewood to the private driveway opposite 12th. Eastbound traffic on 12th terminates at Junipero Avenue. (See map -- Exhibit “A”)

Knisely’s study recommended installing a stop sign for eastbound traffic on 12th, but did not find satisfactory data to support relocating the northbound stop sign, based on the configuration of the intersection, and no prior traffic accident history for the past five-and-one-half years. For more details, refer to the Memorandum by Traffic Engineer Malcolm Knisely dated November 9, 2008, attached as Exhibit “B”. On March 23, 2009, staff presented the study to the Traffic Committee which unanimously agreed to convert the existing intersection into a three-way stop by adding a stop sign for eastbound traffic on 12th Avenue.

III. STAFF REVIEW:
Staff concurs with the findings of the traffic study regarding installing a stop sign for eastbound traffic on 12th Avenue. In addition, Traffic Safety Officer Steve Rana examined the intersection and agreed with the Traffic Committee that a three-way
stop at Junipero and 12th Avenue is warranted and will improve visibility and safety
for motorists and pedestrians.

Staff also recommends removing the “Cross Traffic Does Not Stop” cautionary sign from southbound Junipero Ave and 12th to westbound Ridgewood where it terminates
at Junipero. Staff also recommends painting in bold letters “STOP” in addition to
painted limit lines for all three stop signs.

IV. FISCAL IMPACT:
The total estimated cost, including labor, for posting one new sign is $200. Funds are allocated in the FY 08-09 Public Works Budget- account 01-76045 (Maintenance and
Supplies).

V. SUMMARY:
An engineering study was completed with the recommendation to install a stop sign
for eastbound 12th Avenue and Junipero. The Traffic Committee and staff concur with this recommendation.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA AUTHORIZING THE INSTALLATION OF A THREE-WAY STOP AT THE INTERSECTION OF JUNIPERO AND 12TH AVENUES


WHEREAS, the City contracted in 2008 with Traffic Engineer Malcolm Knisely to conduct a study to determine the feasibility of installing a three-way stop at the intersection of Junipero Avenue and 12th Avenue; and

WHEREAS, the results of this study recommended installing a stop sign for eastbound
traffic on 12th Avenue, but not relocating the northbound stop sign on Ridgewood; and

WHEREAS, the Traffic Committee reviewed the findings and agreed to install a stop sign for eastbound traffic on 12th Avenue; and

WHEREAS, traffic safety officer Steve Rana agreed with the recommendations of the
Traffic Committee;

NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA DOES:

1. Concur that adding a stop sign on eastbound 12th Avenue at the intersection of Junipero Avenue will improve motorist and pedestrian safety by converting the intersection into a three-way stop.

2. Authorize Public Works to install a stop sign on eastbound 12th Avenue at the
intersection of Junipero Avenue and to paint limit lines at the intersection.

3. Authorize Public Works to remove the “Cross Traffic Does Not Stop” cautionary sign
from southbound Junipero and 12th to westbound Ridgewood where it terminates at Ridgewood near 12th.
