CITY OF CARMEL-BY-THE-SEA
March 23, 2010


I. CALL TO ORDER
The special meeting of the City Council of the City of Carmel-by-the-Sea, California, was held on the above date at the stated hour of 4:32 p.m. Mayor McCloud called the meeting to order.

II. ROLL CALL
PRESENT: Council Members Hazdovac, Rose, Sharp, Talmage & McCloud
STAFF PRESENT: Rich Guillen, City Administrator
Heidi Burch, City Clerk
George Rawson, Public Safety Director
Janet Cubbage, Library Director

III. PLEDGE OF ALLEGIANCE
Members of the audience joined the Mayor and Council Members in the Pledge of Allegiance.

IV. RESOLUTIONS
A. Consideration of a Resolution authorizing the City Administrator to execute a Memorandum of Understanding for data sharing with the City of Carmel-bythe Sea Police Department and law enforcement agencies within the South Bay Information Sharing System (SBISS) South Bay Region Node.

Chief Rawson presented the staff report.

Mayor McCloud opened the meeting to public comment at 4:45 p.m.

Council Member ROSE moved to approve a Resolution authorizing the City
Administrator to execute a Memorandum of Understanding for data sharing with the City of Carmel-by-the Sea Police Department and law enforcement agencies within the South Bay Information Sharing System (SBISS) South Bay Region Node, seconded by Council Member HAZDOVAC and carried by the following roll call vote:

AYES: COUNCIL MEMBERS: HAZDOVAC; ROSE; SHARP; TALMAGE & McCLOUD
NOES: COUNCIL MEMBERS: NONE
ABSENT: COUNCIL MEMBERS: NONE
ABSTAIN: COUNCIL MEMBERS: NONE

B. Consideration of a Resolution authorizing the execution of an extended agreement with Dewey D. Evans to serve as City Treasurer.

City Administrator Guillen presented the staff report.

Mayor McCloud opened and closed the meeting to public comment at 4:51 p.m.

Council Member HAZDOVAC moved approval of a Resolution authorizing the execution of an extended agreement with Dewey D. Evans to serve as City Treasurer, seconded by Council Member SHARP and carried by the following roll call vote:

AYES: COUNCIL MEMBERS: HAZDOVAC; ROSE; SHARP; TALMAGE & McCLOUD
NOES: COUNCIL MEMBERS: NONE
ABSENT: COUNCIL MEMBERS: NONE
ABSTAIN: COUNCIL MEMBERS: NONE

C. Consideration of a Resolution rescinding Council Resolution 2010-7 and entering into an amended agreement with Dadiw Associates to provide financial management services at an annual cost of $60,000.

Mayor McCloud opened and closed the meeting to public comment at 4:52 p.m.

Council Member TALMAGE moved approval of a Resolution rescinding Council
Resolution 2010-7 and entering into an amended agreement with Dadiw Associates to provide financial management services at an annual cost of $60,000, seconded by Council Member ROSE and carried unanimously.

V. ORDERS OF COUNCIL
A. Budget Workshop to receive proposed Annual Work Plan documents from the City Administrator.

City Administrator Guillen presented the budget documents.

Mayor McCloud opened the meeting to public comment at 5:00 p.m.

Greg D’Ambrosio addressed Council regarding fire services.

Jim Emery, Budget Committee for the Carmel Residents Association, submitted the CRA’s recommendations.

Bob Jenkins addressed the City Administrator’s Goals.

Skip Lloyd addressed Council regarding implementation of the Beach Master Plan and Shoreline Assessment as City Administrator goals.

Jason Burnett addressed Council regarding CalPERS obligations.

Adam Moniz addressed the Scout House.

Carolyn Hardy addressed residential street repairs.

Bob Jenkins spoke about the Forest Theater.

Mayor McCloud closed the meeting to public comment at 5:16 p.m.

City Administrator Guillen answered questions raised during the public comment session.

Council Members Rose and Talmage addressed the CalPERS issue.

Council Member Sharp addressed outsourcing services.

Mayor McCloud opened the meeting to public comment at 5:43 p.m.

Greg D’Ambrosio spoke about the submitted budget requests.

Adam Moniz addressed Forest Theater access.

Monte Miller spoke about issues related to Carmel Beach as a goal for the City Administrator.

Skip Lloyd also addressed the beach and the Mission Trail Nature Preserve Master Plan as goals for the City Administrator and the issue of charcoal on the beach.

Monta Potter, Carmel Chamber of Commerce, spoke about locals’ nights and paid parking.

Mayor McCloud closed the meeting to public comment at 6:00 p.m.

Council Talmage addressed refinancing the Sunset debt and dealing with the PERS issue.

Mayor McCloud opened the meeting to public comment at 6:02 p.m.

Monte Miller spoke about improving bypass trails at Flanders and street repairs.

Greg D’Ambrosio addressed additional funding for sand replenishment on revetments and chip sealing of roads.

Skip Lloyd again discussed issues related to the beach and Mission Trails Nature Preserve.

Monta Potter, Carmel Chamber of Commerce, addressed funding for the Visitors’ Center.

V. ADJOURNMENT
Mayor McCloud declared the meeting adjourned at 6:23 p.m.
