SPECIAL CITY COUNCIL MEETING
CITY OF CARMEL-BY-THE-SEA
May 20, 2010


I. CALL TO ORDER
The special meeting of the City Council of the City of Carmel-by-the-Sea, California, was held on the above date at the stated hour of 4:36 p.m. Mayor McCloud called the meeting to order.

II. ROLL CALL
PRESENT: Council Members Burnett; Sharp; Talmage & McCloud; Hazdovac (arrived 4:40 p.m.)
STAFF PRESENT: Rich Guillen, City Administrator
Molly Laughlin, Deputy City Clerk
George Rawson, Public Safety Director
Janet Cubbage, Library Director
Mike Branson, City Forester

III. PLEDGE OF ALLEGIANCE
Members of the audience joined the Mayor and Council Members in the Pledge of Allegiance.

IV. ORDERS OF COUNCIL
A. Study session and public hearing to review/adopt Fiscal Years 2010/11 – 2012/13 Triennial Budget.

Mayor McCloud opened the public appearances section for comment at 4:41 p.m.

Carla Ramsay addressed abandoned vehicles in the residential neighborhoods.

Robin Hamelin addressed the proposed property tax for public safety.

Carolina Bayne addressed the mail service contract.

Roberta Miller said it was difficult for the public to comment on the lengthy number of questions without allowing more time for review.

Jim Emery addressed the pension issue and contract services.

Monte Miller addressed the Nichols Engineering Study on street and road repairs and the need for a more stringent code enforcement of the City’s design guidelines.

Steve Dallas addressed the need for gaining a greater revenue stream from paid parking and cuts at the Sunset Center and the Library.

Barbara Livingston addressed the current low fines for code violations.

Council Member Talmage addressed the current reserve accounts and referred to a plan he has drafted.

Council Member Burnett suggested that Council should consider this budget as the “new reality” and outlined four ways for the City to weather the financial storm: draw from reserves cut expenses, expand existing sources of revenue, and develop new sources of revenue.

Mayor McCloud addressed the possible impacts of the looming water issue.

Monte Miller expressed surprise that property tax revenues were lower than expected.

Bob Irvine asked for clarification about a comment made by Council Member Burnett about the Library.

Peter Mollman, chairman of the Carmel Public Library Foundation, said that the Foundation has been increasingly successful in efforts to raise funds to sustain the Library and hopes to continue to do more.

Jean Grace commented on this year’s budget process.

Bob Jenkins addressed the need for Council to make tough budget decisions.

Monta Potter, CEO of the Carmel Chamber of Commerce, addressed paid parking in the downtown commercial district.

Council Member Talmage said the City should explore instituting a fee structure that would more fully reimburse the City for the services it provides.

V. ADJOURNMENT
Mayor McCloud declared the meeting adjourned at 6:07 p.m.
