Name: Provide policy direction on submission of an application for grant funds in an amount not to exceed $150,000 from the California Department of Transportation’s (CalTrans) Community-Based Transportation Planning grant program to support a project tentatively called Connect Carmel: Linking Trails to Transit and People to Places.

Description: The City of Carmel is a walkable, pedestrian-friendly city with gaps in its network of trails and limited public transit connections to destinations within and outside the City. The Community-Based Transportation Planning grant will be used to study relevant issues, consult with experts and citizens, identify missing links, and plan and promote a more connected city where visitors as well as residents could forego cars and still easily access every attraction within the City, connect safely to local and regional hiking or biking trails, and use an expanded transit system to reach nearby attractions and transportation hubs.

Overall Cost: $165,000 (maximum).

City funds: A 10% match is required: up to 2.5% in in-kind services and 7.5% in cash ($12,375 maximum).

Grant funds: $150,000 (maximum).

Important Considerations: Because the proposed project will better link our schools, parks, neighborhoods, and other attractions and improve the walkability and connectivity of the City, it will impact positively on the health and well-being of residents and visitors, seniors and children; enable Carmel to be marketed as an active, healthful destination; tap the growing market for active travel and events; elongate visitor hotel stays; prepare the City for connections to future light rail and train routes; attract visitors from more transitoriented countries; reduce vehicular miles traveled and greenhouse gases; and increase visitor-generated revenue.

Staff Recommendation: Provide direction on the submission of an application.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA APPROVING THE APPLICATION FOR GRANT FUNDS IN AN AMOUNT NOT TO EXCEED $150,000 FROM THE COMMUNITY-BASED TRANSPORTATION PLANNING GRANT PROGRAM

WHEREAS, the California Department of Transportation (CalTrans) has created the Community-Based Transportation Grant Program to promote a balanced, comprehensive multi-modal transportation system and lead to the adoption, initiation, and programming of transportation improvements; and

WHEREAS, CalTrans has established procedures requiring the applicant to certify by resolution the approval of application(s) before submission of said application(s) to the State; and

WHEREAS, The City has developed a proposed project, Connect Carmel Linking Trails to Transit and People to Places, to study past proposals, consult with experts and citizens, and develop a coherent plan for a local network of pedestrian and cycling trails and transit routes throughout the City and to nearby visitor attractions and transportation hubs; and

WHEREAS, the City proposes to apply to the State of California’s Department of Transportation’s FY2011-2012 Community-Based Transportation Planning Grant for up to $150,000 in grant funds; and

WHEREAS, the City will be providing up to $15,000 in local matching funds including up to $6,250 in-kind for staff time and other administrative costs; an
WHEREAS, the City will enter into a contract with the State of California to complete the project;

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Carmel-by-the-Sea hereby:

1. Approve the submittal of an application to the State of California Department of Transportation’s FY 2011-2012 Community–Based Transportation Planning Grant Program.

2. Authorize the City Administrator to (a) enter into a contract with the State of California Department of Transportation upon receipt of a Community-Based Transportation Planning Grant from that agency and (b) conduct all negotiations, execute and submit all documents, including but not limited to contracts, subcontracts, applications, agreements, extensions, renewals, payment requests and so on, which may be necessary for the completion of the project.

3. Accept, appropriate, expend, and administer the grant funds, if secured, in accordance with the terms and conditions set forth in the approved grant for the project.

4. Agree to comply with all applicable federal, state, and local laws, ordinances, rules, regulations, and guidelines.

Name: Consideration of a Resolution awarding a recycling grant in an amount up to $8,300 to the Hilton Bialek Habitat project.

Description: The City’s contract with Carmel Marina Corporation calls for annual grants to nonprofit organizations for recycling projects, special events and ongoing recycling programs. Each year, Carmel Marina Corporation remits $18,000 to the City. In turn, the City grants monies to nonprofit organizations that support the City’s educational recycling efforts. This year, four nonprofit organizations applied for grant monies: MEarth: Hilton Bialek Biological Habitat; Carmel River School; Carmelo Child Development School; and The Carmel Foundation. The grant requests were reviewed by City staff and representatives from Waste Management.

Overall Cost: City Funds: N/A

Grant Funds: $5,300

Staff Recommendation: Approve a grant in the amount of $5,300 to be funded from the Recycling Grants Deposit Account 50-24050-0805.

Important Considerations: The request was originally for $8,300, however, it included restoration of the North Dunes. This project conflicts with the restoration component of the Del Mar Master Plan submitted on behalf of the City for Habitat Conservation funding. As such, labor and plant costs for the North Dunes component are deducted from the Hilton Bialek request.

Decision Record: The Council has approved $86,750 in grant funding for Hilton Bialek projects over the past six years. The most recent approval was last month for a project costing $5,225.

WHEREAS, the City annually receives $18,000 from Carmel Marina Corporation to fund recycling grants for nonprofit organizations; and

WHEREAS, nonprofit organization MEarth: Hilton Bialek Biological Habitat submitted a grant application for a project in support of the City’s recycling program goals; and

WHEREAS, the grant application requests an amount up to $8,300 of which $X,XXX will be funded from the Recycling Grants Deposit Account 50-24050-0805.

NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA DOES:

1. Approve payment totaling $X,XXX to MEarth: Hilton Bialek Biological Habitat for a recycling project as outlined by Council direction, to be funded from the Recycling Grants Deposit Account 50-24050-0805.
