B.Receive Budget Message and Documents for Fiscal Years 2011/12-2013/14.

SPECIAL CITY COUNCIL MEETING

CITY OF CARMEL-BY-THE-SEA

May 19, 2011

I. CALL TO ORDER

The special meeting of the City Council of the City of Carmel-by-the-Sea, California,

was held on the above date at the stated hour of 4:36 p.m. Mayor McCloud called the

meeting to order.

II. ROLL CALL

PRESENT: Council Members Burnett, Hazdovac, Sharp,

Talmage & McCloud

STAFF PRESENT: Heidi Burch, Asst. City Administrator/City Clerk

Mike Calhoun, Interim Police Chief

Sean Conroy, Planning Services Manager

II. PLEDGE OF ALLEGIANCE

Members of the audience joined the Mayor and Council Members in the Pledge of

Allegiance.

IV. ORDERS OF COUNCIL

A. Reconsideration of an appeal of the Planning Commission’s decision to deny Design

Review and Demolition permit applications for the construction of a two- unit, multifamily

residential project located on San Carlos Street between and Avenues. The

appellant is Old Mill Properties, LLC.

Mayor McCloud noted that this item would not be heard.

B. Receive Budget Message and Documents for Fiscal Years 2011/12-2013/14 and

adopt Work Plan for Fiscal Year 2011/12.

John Goss, Interim City Administrator, presented the staff report.

Questions from Council and the public will be due to the City Administrator by the

close of business on Friday, May 27 to be addressed at the special meeting on June

14. The Council budget meeting scheduled for May 26 was cancelled, but a new date

of Tuesday, June 28, was added to the schedule as an “if” date should the budget not

be adopted by at the meeting on June 21.

Mayor McCloud opened the meeting to public comment at 5:12 p.m.

Kristy Downing asked questions about TAMC and Prop 1B funds and improvements to

Ocean Avenue crosswalks.

Monte Miller addressed a two-tiered retirement system and property taxes.

Barbara Livingston spoke about an increase in sales taxes and meal taxes as possible

revenue sources.

Skip Lloyd asked about the schedules referenced in the transmittal letter.

Jim Emery addressed the availability of the budget documents to the public.

Mayor McCloud closed the meeting to public comment at 5:19 p.m.

Staff answered questions from Council and the public.

Mayor McCloud addressed the water issue and Council Member Talmage suggested a

supplemental budget message on water.

Council did not adopt the adopt Work Plan for Fiscal Year 2011/12 at this meeting.

Mayor McCloud re-opened the meeting to public comment at 5:47 p.m.

The General Manager of Villa San Carlos condominiums on San Carlos Avenue,

(name inaudible), asked about action the Council may have taken regarding

reconsideration of the Old Mill appeal.

Mayor McCloud closed the meeting to public comment at 5:48 p.m.

V. ADJOURNMENT

Mayor McCloud declared the meeting adjourned at 5:49 p.m.
