SPECIAL CITY COUNCIL MEETING
CITY OF CARMEL-BY-THE-SEA
June 14, 2011


I. CALL TO ORDER
The special meeting of the City Council of the City of Carmel-by-the-Sea, California, was held on the above date at the stated hour of 4:02 p.m. Mayor McCloud called the meeting to order.

II. ROLL CALL
PRESENT: Council Members Hazdovac, Sharp, Talmage & McCloud
ABSENT: Council Member Burnett
STAFF PRESENT: John Goss, Interim City Administrator
Mike Calhoun, Interim Police Chief
Molly Laughlin, Deputy City Clerk
Cindi Lopez, Community Services Assistant
Steve Rana, Police Corporal

III. PLEDGE OF ALLEGIANCE
Members of the audience joined the Mayor and Council Members in the Pledge of Allegiance.

IV. ADJOURN TO CLOSED SESSION
Council adjourned at 4:05 p.m. to consider the following:
1. Labor Negotiations – Gov’t. Code Section 54957.6(a) Meet and confer with the Carmel-by-the-Sea’s Meyers-Milias Brown Act representative, Interim City Administrator Goss, to give direction regarding labor negotiations with the International Association of Firefighters and LIUNA/UPEC Local 792.

V. RECONVENE IN OPEN SESSION
Council reconvened in Open Session at 4:33 p.m. Mayor McCloud said there were no announcements for the public.

Mayor McCloud announced that Council Member Burnett and his wife welcomed a new son earlier that morning.

VI. AGENDA
A. Consideration of a Resolution approving a waiver of City fees associated with the interior remodel of the Golden Bough Playhouse.

B. Consideration of a Resolution approving the grant application to the Monterey Bay Unified Air Pollution Control District for $65,000 for the continuation of the Carmel-by-the-Sea trolley service.

C. Review and approve the Mayor’s letter to the Monterey Bay Unified Air Pollution Control District requesting it delay a decision on Thresholds of Significance for Greenhouse Gasses.

Council Member Talmage asked to pull Item “A”.

Mayor McCloud opened the meeting to public comment at 4:40 p.m.

Stephen Moorer, executive director of Pacific Repertory Theatre, spoke to the issue.

Mayor McCloud closed the meeting to public comment at 4:42 p.m.

Council Member TALMAGE moved to ask the City Administrator to develop a set of criteria for waiving City fees for nonprofit organizations and bring it back to Council for consideration, seconded by Council Member SHARP, and carried by the following roll call vote:

Council Member SHARP moved to approve Consent Items B and C, seconded by Council Member HAZDOVAC, and carried by the following roll call vote:

VII. ORDERS OF COUNCIL
A. Study session and public hearing to review/adopt Fiscal Years 2011/12 – 2013/14 Triennial Budget.

Interim City Administrator Goss gave the presentation and he and Mayor McCloud outlined how the evening’s meeting would be conducted, with focus on general comments and discussion of the Operating Budget and Capital Improvements Budget.

Mayor McCloud opened the meeting to public comment at 4:55 p.m.

John Lloyd addressed the annual fee paid to the Monterey County Convention and Visitors Bureau.

David Sandys, president of the Carmel Chamber of Commerce, addressed statistics of Chamber members within the City limits.

Gin Weathers, a Realtor, speaking as a Chamber member, addressed funding the Chamber to keep the Visitor Center open on Sundays.

Tom Glidden, manager of the La Playa Hotel, speaking as a Chamber member, also spoke in favor of funding the Chamber’s Visitors Center.

Monte Miller spoke about maintaining adequate funds to improve the deteriorating road infrastructure.

Susan Gardner, a volunteer at the Chamber’s Visitor Center, spoke in support of funding the Sunday hours at the Center.

Jim Emery, speaking on behalf of the Carmel Residents Association finance committee, spoke about ways to reduce overtime prior to retirement.

Ken White, Friends of Sunset Center, read a letter from Olof Dahlstrand (who could not attend) regarding ongoing City financial support for the Sunset Cultural Center. Ken White addressed deferred maintenance at the Sunset Center.

Bob Molford, from Friends of Sunset Foundation, also addressed deferred maintenance.

Jim Price, president of the Sunset Center Cultural Board, addressed the need for an ongoing annual City subsidy for the Sunset Center.

Christine Sandin, executive director of the Sunset Cultural Center, addressed the Center’s effort to raise funds and boost revenues.

Carl Iverson addressed maintenance of City-owned properties.

Meredith Crowell, a business owner, addressed the Chamber and retail community.

Steve Brooks, Friends of Carmel Forest, addressed the need to fund staff for tree watering and asked about the costs of the City conducting its own election.

Barbara Livingston spoke in support of funding requests from the Planning and Forest and Beach departments.

Mayor McCloud closed the meeting to public comment at 5:37 p.m.

Interim City Administrator Goss answered some questions raised by Council and the public.

Council approved allocating $30,000 more than budgeted for the Sunset Center Cultural Center; funding $15,000 to allow the Chamber to remain open on Sundays; and to pay the full requested allocation to the Monterey County Convention and Visitors Bureau.

Additional recommendations: include funding for another police officer and a human resources manager and allocate $10,000 to oversee and manage the City’s art collection.

Council took a break at 6:52 p.m. and resumed at 7:05 p.m.

Interim City Administrator Goss gave a presentation on the Capital Improvement Budget.

Mayor McCloud opened the meeting to public comment at 7:16 p.m.

Barbara Livingston spoke about the Mission Trails pedestrian bridge and the Del Mar Tank.

Monte Miller discussed drawdown on reserves.

Carl Iverson addressed the roofing needs at the First Murphy House.

Mayor McCloud closed the meeting to public comment at 7:25 p.m.

Council recommended funding the projects listed in the Capital Improvement Budget, with the exception of the Del Mar Underground Tank and Booster Pump and Mission Trails Nature Preserve Bridge, both of which will be discussed further at the June 21 special budget meeting.

VII. ADJOURNMENT
Mayor McCloud declared the meeting adjourned at 7:28 p.m.
