Thank you for attending the meeting. Anyone wishing to address the Commission on matters within the jurisdiction of the Commission may do so now. Please state the matter on which you wish to speak. Matters not appearing on the Commission’s agenda will not receive action at this meeting but may be referred to staff for a future meeting. Presentations will be limited to three minutes, or as established by the Commission. Persons are not required to give their name or address, but it is helpful for speakers to state their name in order that the Secretary may identify them.

1. Consideration of the minutes for the 5 May 2011 regular meeting.
V. ORDERS OF BUSINESS
1. Discussion of illegal beach fires on Carmel Beach.
2. Receive presentation on a proposal to build a community garden in Rio Park.
3. Provide the Planning Commission a recommendation on potential new bench locations along the Scenic Road pathway.
4. Review and provide comments to the Planning Commission on locating a cigarette butt collector box near the Del Mar restrooms.
5. Consideration of Developing an Arbor Day Event for 2011.
VI. REPORTS FROM STAFF AND COMMISSION
1. Receive verbal report from the Ad Hoc Beach Committee.
2. Forester’s report.
VII. ADJOURNMENT
Any writings or documents provided to a majority of the Forest and Beach Commission regarding any item on this agenda will be made available for public inspection in the Planning and Building Department located at City Hall, on Monte Verde between Ocean and 7th Avenues during normal business hours.
If there is not a special meeting, the next regular meeting of the Forest and Beach Commission will be:

I. CALL TO ORDER AND ROLL CALL
The regular meeting of the Forest and Beach Commission of the City of Carmel-by-the-Sea, California was held on the above date at the hour of 1:00 p.m. Chairperson Leverone called the meeting to order at 1:00 p.m. and then adjourned to the tour of inspection and reconvened at 2:15 p.m.

STAFF PRESENT: Mike Branson, City Forester
Margi Perotti, Secretary
II. PLEDGE OF ALLEGANCE
Members of the audience joined the Commission in the Pledge of Allegiance.
III. APPEARANCES
Joyce Stevens presented each Commissioner with a book called”The Monterey Pine Forest” and gave an overview of the book.
III. CONSENT AGENDA
1. Consideration of the minutes for the 5 May 2011 regular meeting.
Commissioner HORNIK moved to approve the consent calendar, seconded by BOARDMAN and carried by the following voice vote:
AYES: COMMISSION MEMBERS: BOARDMAN, HORNIK, LEVERONE
NOES: COMMISSION MEMBERS: NONE
ABSTAINED: COMMISSION MEMBERS: FORD
ABSENT: COMMISSION MEMBERS: KADIS
IV. APPLICATIONS/PUBLIC HEARINGS
1. Discussion of illegal beach fires on Carmel Beach.
Acting Police Chief Mike Calhoun appeared and gave his report regarding illegal beach fires and reported about educating the public and enforcement regarding beach fires.
Chairperson LEVERONE opened and closed the public hearing. No appearances.
Comments form the Commission: Better signage needed and increased enforcement, no action taken.
2. Receive presentation on a proposal to build a community garden in Rio Park.
John Sapp gave his presentation regarding a community Garden in Rio Park. Martha Morrill handed out a hard copy of the presentation.
No public comments.
It was moved by Chairperson LEVERONE and seconded by Commissioner HORNIK to approve the conceptual idea of a Community Garden in Rio Park. The motion carried by the following roll call vote:
AYES: FORD, HORNIK, LEVERONE
NOES: BOARDMAN
ABSTAINED: NONE
ABSENT: KADIS
3. Provide the Planning Commission a recommendation on potential new bench locations along the Scenic Road Pathway.
Mike Branson, City Forester gave his presentation.
Chairperson LEVERONE opened and closed the public hearing. No public present.

2. Scenic Road between 9th and 10th. (One possible location)

3. Scenic Road between 10th and 11th. (Four possible bench locations)
Bench #5 - NO: Boardman, Hornik, Ford, Leverone

It was moved by Chairperson LEVERONE and seconded by Commissioner FORD to forward a recommendation regarding possible locations for benches to the Planning Commission as requested. The motion carried by the following roll call vote:
AYES: BOARDMAN, FORD, HORNIK, LEVERONE
NOES: NONE
ABSTAINED: NONE
ABSENT: KADIS
4. Review and provide comments to the Planning Commission on locating a cigarette butt collector box near the Del Mar restroom.
It was moved by Chairperson LEVERONE and seconded by Commissioner FORD to forward comments and recommendation to the Planning Commission as requested;
Comments are as follows: Who will be responsible for emptying the box? Who will be responsible for cleaning the box?
Concerned about smoldering fires inside the box.
Concerned about the smell of the box.
Concerned that if the ashes for the box are dumped into the trash, this may cause a fire hazard.
Recommendation: Allow the butt collector box for a six month trial bases.
The motion carried by the following roll call vote:
AYES: BOARDMAN, FORD, LEVERONE
NOES: HORNIK
ABSTAINED: NONE
ABSENT: KADIS
5. Consideration of developing an Arbor Day Event for 2011.
Commissioner Boardman stated she is talking with the Friend of the Forest and will report back at the next regular meeting. Staff member Branson discussed timing and co-sponsorship approval by the City Council.
No other action taken.
VII. REPORTS FROM STAFF AND COMMISSION
1. Receive verbal report from the Ad Hoc Beach Committee.
Commissioner Boardman reported lots of charcoal fire on the beach. She said better signage needs to be posted. Hornik noted he has seen dog feces in the surf recently and an increase in trash at 8th Avenue. He stated it is possible due to summer usage of the beach and visitors.
2. Forester’s report
Mike Branson, City Forester presented his report and addressed questions of the Commission.

There being no further business, Chairperson LEVERONE adjourned the meeting at 3:59 p.m.
