Thank you for attending the meeting. Anyone wishing to address the Commission on matters within the jurisdiction of the Commission may do so now. Please state the matter on which you wish to speak. Matters not appearing on the Commission’s agenda will not receive action at this meeting but may be referred to staff for a future meeting. Presentations will be limited to three minutes, or as established by the Commission. Persons are not required to give their name or address, but it is helpful for speakers to state their name in order that the Secretary may identify them.

1. Consideration of the minutes for the 4 August 2011 regular meeting and the 8 September 2011 special meeting.
V. APPLICATIONS/PUBLIC HEARINGS
IF YOU CHALLENGE THE NATURE OF THE PROPOSED ACTION IN COURT, YOU MAY BE LIMITED TO RAISING ONLY THOSE ISSUES YOU OR SOMEONE ELSE RAISED AT THE PUBLIC HEARING DESCRIBED IN THIS NOTICE, OR IN WRITTEN CORRESPONDENCE DELIVERED TO THE FOREST AND BEACH COMMISSION, OR PRIOR TO DELIBERATION OF THE ITEMS ON THE TOUR OF INSPECTION/PUBLIC HEARING.
1. Consideration of an application to remove one double-trunk coast live oak (9” diameter) from private property for construction of a new single family home. The site is located on the east side of Carmelo St., 2 south of Ocean Ave. The applicants and property owners are Mark and Sheri Lasher.
2. Consideration of an application to remove a 52” diameter Monterey pine from private property due to concerns about senescence, decline and being a possible hazard. The site is located on the east side of Monte Verde St., 2 south of 13th Ave. The applicant is Smith Tree Service and the property owners are Paul and Victoria Hazelrig.
3. Consideration of a request for the city to determine that five blue gum eucalyptus trees are hazardous and for the city to remove the trees. The trees are located on the north side of Ocean Ave. between Torres St. and Santa Fe St. The request comes from Mr. and Mrs. Allen who live at the northwest corner of Santa Fe. St. and Ocean Ave.
VI. ORDERS OF BUSINESS
1. Provide the Planning Commission with recommendations and comments on a proposed dune restoration project by the Carmel Garden Club at the northwest corner of Ocean and San Antonio Aves.
2. Provide the Planning Commission with recommendations and comments on a proposed dune restoration project by MeEarth in the North Dunes area of Carmel Beach
3. Provide the Planning Commission and City Council with comments on a proposal by the Carmel Heritage Society to plant a memorial garden at the First Murphy House to honor individuals who have contributed to preserving Carmel’s past.
4. Discussion and planning of the Arbor Day event for 2011.
5. Update on beach fire cleanup, education and signage efforts.
VII. REPORTS FROM STAFF AND COMMISSION
1. Receive verbal report from the Ad Hoc Beach Committee.
2. Forester’s report.
VIII. ADJOURNMENT
Any writings or documents provided to a majority of the Forest and Beach Commission regarding any item on this agenda will be made available for public inspection in the Planning and Building Department located at City Hall, on Monte Verde between Ocean and 7th Avenues during normal business hours.

I. CALL TO ORDER AND ROLL CALL
The special meeting of the Forest and Beach Commission of the City of Carmel-by-the-Sea, California was held on the above date at the hour of 1:30 p.m. Chairperson Leverone called the meeting to order and adjourned to the tour of inspection and reconvened the meeting at 2:47 p.m.

STAFF PRESENT: Mike Branson, City Forester
Margi Perotti, Secretary to the Forest and Beach Commission
II. PLEDGE OF ALLEGIANCE
Members of the audience joined the Commission in the Pledge of Allegiance.
III. APPEARANCES
Steve Brooks, Barbara Livingston, Karen Ferlito and Barbara Brooks appeared before the Commission at 2:50 p.m.
IV. CONSENT AGENDA
1. Consideration of the minutes for the 4 August 2011 regular meeting and the 8 September 2011 special meeting.
Commissioner KADIS moved to approve the minutes of the 4 August 2011 meeting, seconded by BOARDMAN, the motion carried by a unanimously vote:
AYES: COMMISSION MEMBERS: BOARDMAN, LEVERONE, KADIS
NOES: COMMISSION MEMBERS: NONE
ABSTAINED: COMMISSION MEMBERS: REFUERZO
ABSENT: COMMISSION MEMBERS: HORNIK
The minutes of the 8 September 2011 special meeting were continued to the next regular meeting.
V. APPLICATIONS/PUBLIC HEARINGS

It was moved by Commissioner BOARDMAN and seconded by KADIS to approve the application with the condition that one 36” boxed size tree be planted as a replacement. The motion carried by the following roll call vote:

It was moved by BOARDMAN and seconded by REFUERZO to deny the application to remove the tree. The motion carried by the following roll call vote:

It was moved by LEVERONE and seconded by KADIS to forward a recommendation to the Planning Commission for approval, with a condition that the signage be reviewed by the Forest and Beach Commission prior to approval. The motion carried by the following roll call vote:
AYES: COMMISSION MEMBERS: BOARDMAN, LEVERONE, KADIS, REFUERZO
NOES: COMMISSION MEMBERS: NONE
ABSTAINED: COMMISSION MEMBERS: NONE

It was moved by LEVERONE and seconded by REFERUZO to continue this application and have the applicant return with a landscape and signage plan. The motion carried by the following roll call vote.

NOES: COMMISSION MEMBERS: NONE

Chairperson LEVERONE opened the public hearing at 4:36 p.m. Steve Brooks, Barbara Livingston, Barbara Brooks. The public hearing was closed at 4:42 p.m. No action taken.
VII. REPORTS FROM STAFF AND COMMISSION
1. Receive verbal report from the Ad Hoc Beach Committee.
Commissioner Boardman reported at the bottom of 8th Avenue the rocks are exposed and a new path is being established.
2. Forester’s Report.
Mike Branson City Forester presented his report.
Chairperson LEVERONE opened the pubic hearing at 4:51 p.m. Barbara Livingston appeared before the Commission at 4:52 p.m. No action taken.
IV. ADJOURNMENT
There being no further business, Chairperson LEVERONE adjourned the meeting at 4:58 p.m.
