Shortly after 3:00 p.m. the Commission will leave the Council Chambers for an on-site Tour of Inspection of all properties listed on this agenda (including those on the Consent Agenda). The Tour may also include projects previously approved by the City and not on this agenda. Prior to the beginning of the Tour of Inspection, the Commission may eliminate one or more on-site visits. The public is welcome to follow the Commission on its tour of the determined sites. The Commission will return to the Council Chambers at 4:00 p.m. or as soon thereafter as possible.

Commissioner HILLYARD moved to approve the application with the following conditions: 1) the applicant shall plant one lower-canopy tree of substantial size and caliber and of a species approved by the City Forester near the southwest corner of the site. The tree shall be shown on the final landscape plan submitted with the building permit application. 2) The chimney on the north side of the building shall extend to the ground rather than float above the foundation. 3) The applicant shall work with staff on an appropriate natural metal roof; seconded by PATERSON and carried by the following roll call vote:

Sean Conroy, Planning & Building Services Manager, presented the staff report. Chair Reimers opened the public hearing at 4:54 p.m. Georganne Guarino and Barbara Livingston appeared before the Commission. There being no other appearances, the public hearing was closed at 5:58 p.m.
Commissioner HILLYARD moved to approve the planting part of the project, the application shall consider alternatives to the viewing area and return for final approval of the viewing area at a future meeting, seconded by PATERSON and carried by the following roll call vote:

Marc Wiener, Associate Planner, presented the staff report. Chair Reimers opened the public hearing at 6:06 p.m. Robert Carver and Barbara Livingston appeared before the Commission. There being no other appearances, the public hearing was closed at 6:13 p.m.
Commissioner HILLYARD moved to approve the application with staffs special conditions and the following changes; 1) The applicant shall use “smart” glass on the skylights and clerestory; 2) The applicant shall reduce the height (width) of the horizontal beam on the front elevation that separates the lower windows from the upper transom windows; 3) The applicant shall reduce the length of the skylight to four panels, seconded by BEACH and carried by the following roll call vote:

2) MP 11-8: Consideration of amendments to the Zoning Ordinance/Local Coastal Implementation Plan to make single family residential projects a limited use in all commercial zones and to establish a maximum unit size for multi-family residential projects in all commercial districts.

1) Consideration of a recommendation to the City Council to amend the Planning Commission’s Rules of Procedure.

The Commission unanimously decided to move this item to the end of the meeting.

The Commission unanimously decided to hear item #2 first.
2. Discussion of the City’s Code Enforcement policies and procedures.
Sean Conroy, Planning & Building Services Manager, presented the staff report. Chair Reimers opened the public hearing at 3:13 p.m. Barbara Livingston and Roberta Miller appeared before the Commission. There being no other appearances, the public hearing was closed at 3:21 p.m. The Commission also heard from Margi Perotti, Code Enforcement Officer.
There was no motion needed for this item, discussion only.
1. Receive a report from a group called “Sustainable Carmel” on a proposal for a community garden at Rio Park.
Sean Conroy, Planning & Building Services Manager, presented the staff report. Chair Reimers opened the public hearing at 3:50 p.m. Jonathan Sapp, Barbara Livingston, Adam Jeselnich, Roberta Miller, Martha Morrill and Carla Secam appeared before the Commission. There being no other appearances, the public hearing was closed at 4:16 p.m.
There was no motion needed for this item, discussion only. However, the Commission suggested the following:
• Sustainable Carmel should approach Carmel Middle school about a community garden at the Middle School.
• Sustainable Carmel should work to integrate its proposal with other potential uses of Rio Park.
• That the City Council develop a plan for the use of Rio Park.
3. MP 11-7:
Consideration of amendments to the Commercial Design Guidelines to include additional guidance on project design for the Residential and Limited Commercial (RC) and Multi Family Residential (R-4) Districts, and parking design in general.
