Thank you for attending the meeting. Anyone wishing to address the Commission on matters within the jurisdiction of the Commission may do so now. Please state the matter on which you wish to speak. Matters not appearing on the Commission’s agenda will not receive action at this meeting but may be referred to staff for a future meeting. Presentations will be limited to three minutes, or as established by the Commission. Persons are not required to give their name or address, but it is helpful for speakers to state their name in order that the Secretary may identify them.
IV. CONSENT AGENDA
1. Consideration of the minutes for the 1 December 2011 and 5 January 2012 regular meetings.
V. ORDERS OF BUSINESS
1. Discussion and review of a proposal by Sustainable Carmel for a public education program at Carmel Beach on the July 4, 2012 holiday.
2. Discussion on the progress of the Ad hoc committee regarding the monitoring of replacement trees for five years.
3. Discussion on the tree replacement database and compliance with permit conditions.
4. Discussion of Commission goals for budget consideration in FY 2012-13.
5. Discussion on scheduling a workshop with the Planning Commission to review and discuss tree protection policy, city codes, and possible implementation of any amendments.
VI. REPORTS FROM STAFF AND COMMISSION
1. Receive verbal report from the Ad hoc Beach Committee.
2. Forester’s report.
VII. ADJOURNMENT
Any writings or documents provided to a majority of the Forest and Beach Commission regarding any item on this agenda will be made available for public inspection in the Planning and Building Department located at City Hall, on Monte Verde between Ocean and 7th Avenues during normal business hours.
If there is not a special meeting, the next regular meeting of the Forest and Beach Commission will be:

I. CALL TO ORDER AND ROLL CALL
The
special meeting of the Forest and Beach Commission of the City of Carmel-by-the-Sea , California
was held on the above date at the hour of 2:00 p.m. Chairperson Leverone called the meeting to
order at 2:00 p.m.

II. PLEDGE OF ALLEGIANCE
Members of the audience joined
the Commission in the Pledge of Allegiance.
III. APPEARANCES
Steve Brooks, from Friends
of Carmel Forest, talked about the tree giveaway and Kathy Haller appeared
regarding a tree planted on Scenic
Road .
IV. CONSENT AGENDA
1. Consideration
of the minutes for the 1 December 2011 and 5 January regular meetings.
It was moved by HORNIK and seconded by LEVERONE to approve
the minutes of the 1 December 2011 regular meeting. The motion carried unanimously.
It was moved by KADIS and seconded by LEVERONE to approve
the minutes of the 5 January 2012 regular meeting. The motion carried unanimously. HORNIK abstained.
V. ORDERS OF BUSINESS
1. Discussion
and review of a proposal by Sustainable Carmel for a public education program
at Carmel Beach on the July 4, 2012 holiday.
Margaret Eaton,
from Sustainable Carmel, gave her presentation regarding having a public
education and recycling program for visitors to Carmel Beach .
Chairperson
LEVERONE opened the public hearing at 2:22 p.m. Kathy Haller appeared before the Commission. No further appearances.
It was moved by
HORNIK and seconded by LEVERONE to send a recommendation to support the efforts
of Sustainable Carmel and to recommend that the City Council support
co-sponsorship of the event on July 4, 2012.

2. Discussion
on the progress of the Ad Hoc committee regarding the monitoring of replacement
trees for five years.
Chairperson LEVERONE continued this item to
the next regular meeting, in which the City Attorney, Don Freeman will address
questions of the Commission.
3. Discussion
on the tree replacement database and compliance with permit conditions.
Mike Branson, gave his presentation and
address questions of the Commission.
Chairperson LEVERONE opened the public
hearing at 2:36 p.m. Steve Brooks,
Robert Schuler, Kathy Haller and Steve Dallas appeared before the Commission. The public hearing was closed at 2:55 p.m.
No other action.

Discussion of Commission goals for budget consideration in FY 2012-13.
City Forester Mike Branson gave his
presentation.
Chairperson LEVERONE opened and closed the
pubic hearing at 3:06 p.m. Chairperson
LEVERONE appointed KADIS and REFUERZO as the AD Hoc budget committee and report
back at the next regular meeting.

Chairperson LEVERONE opened the public
hearing at 3:12 p.m. Steve Brooks
appeared before the Commission.
This item continued this to the next meeting
and Commission members are recommended to bring agenda topics to be discussed
with the Planning Commission.
VII. REPORTS FROM STAFF AND COMMISSION
1.
Receive verbal report from the Ad Hoc Beach Committee.
Commissioner BOARDMAN stated there were late
night fires where they should not be and signs need to be better. Commissioner
HORNIK stated the paths down of the slopes are increasing and the metal bar is
still sticking up at 12th
Avenue , 4th
Avenue looks good, sand buildup is coming
down. Paving looks really good at Del Mar.

Mike Branson City Forester presented his
report.
Chairperson LEVERONE opened the pubic hearing
at 3:13 p.m. Steve Brooks appeared before the Commission. No action taken.
IV. ADJOURNMENT
There
being no further business, Chairperson LEVERONE adjourned the meeting at 3:30 p.m.
