SUBJECT: Appointments to Boards and Commissions
The City of Carmel-by-the-Sea had six vacant positions on three separate boards and commissions due
to a set of circumstances. One Planning Commissioner was elected and another appointed to City
Council. One Forest and Beach commissioner resigned, as did another from the Community A~ivities
and Cultural Commission. Two other positions on the Community Activities and Cultural Commission
had been unfilled since last fall.
The deadline to submit applications for these open positions was extended to May 14 to allow those
individuals not selected for the Council appointment to have time to apply. Questions for the
candidates were solicited from Council and the public. In all, eight people applied for Planning; and four
each for Forest and Beach Commission and the Community Activities and Cultural Commission.
Interviews lasting 20 minutes were held by the Mayor and Vice Mayor over two days.
The slate of candidates we recommend to Council for ratification and the date their term expires are as
follows:

I am pleased to submit my application for the opening on the Carmel Planning Commission. I
have lived in and around Carmel for over 50 years and have a strong desire to serve in a role
where my interests and experience can be of value. I believe my professional experience will
enable me to make a significant contribution on the Planning Commission.
I was the co-founder of one of the Peninsula's major architectural and planning firms, Hall and
Goodhue-now HGHB-that earned over 35 local, regional and national awards for design
excellence as well as national recognition for conservation-oriented planning. Among our many
projects was the proposed Harrison Library Annex-not built-and the subsequent bank conversion
to the Park Branch. Peninsula neighborhoods we master planned include High Meadow, Skyline
Forest, Aguajito Oaks and Quail Lodge. Our firm was co-author of the Big Sur Coast plan, the
progenitor of California's scenic highway program. For 25 years I was the architectural adviser
to the Pebble Beach Architectural Review Committee and provided similar guidance to other
design review committees.
I would hope to be able to carry on Council Member Beach's very able role as the architectmember
of the Commission. Thank you for considering my application.

I am very interested in serving on the Carmel Forest and Beach
Commission. I served two previous 4-yr terms on this commission in
the 1990's and feel that while we made great progress when we
developed the Mission Trail Nature Preserve Management Plan, the
Carmel Forest Management Plan and the Shoreline Management Plan,
there is still much to do to see that these plans are fully implemented.

Recently, I have been alerted to many instances of unnecessary loss of
upper canopy trees on construction sites due to improper methods of
site preparation, inadequate tree protection and lack of care. Careful
and thorough education during the permitting process could alleviate
some of these losses and I am very interested in working with staff to
provide a much better process to educate landowners, contractors and
sub-contractors as well as tree workers. I look forward taking part in a
workshop between planning and forestry commissions and staff. Most
of the policies we need to ensure that our forest is conserved are
already in place. We need to get better at the enforcement of these
policies and I believe that the Forest and Beach Commission has a role
to play in educating all parties as to the responsibilities we all share in
this.
Forest and Beach Commission members are well aware of problems
with replacement trees actually growing to maturity. There needs to be
a more productive method of follow-up when trees are planted as a
requirement. This too, is an educational matter as well as an
enforcement issue. If a resident knows how important it is to replace
the trees removed and the trees are clearly labeled as replacements
subject to protection, we stand a better chance of them surviving.
I am a proponent of the Monterey Pine Forest. I am a founding member
of Monterey Pine Forest Watch. MPFW recently published "The
Monterey Pine Forest, Coastal California's Living Legacy." MPFW
worked diligently over many years to improve the recently approved
Pebble Beach Development Plan. I also served several years on the
California Statewide Pitch Canker Taskforce. The PCTF met monthly to
discuss and formulate plans for how to deal with the pitch canker crisis
that threatened to destroy Monterey Pine forest. Some of the results
were guidelines for moving firewood, studies on survival and disease
resistant trees, and a better understanding of the historical context of
the Monterey Pine. Carmel is truly a village in a forest by the sea. We
are losing about 100 of our public trees each year due to age, disease,
and damage. We are very much behind in replacing them. We need to
sponsor a vigorous planting and watering project throughout the city.
Sudden Oak Death is also ravaging oak trees throughout the Central
Coastal area and while we have not had any cases yet, we need to be
vigilant. We have great challenges ahead to maintain our village forest.

I am very interested in working with the community residents to find
places to plant new trees that work well with the design of their homes
and lifestyles. I am also enthusiastic that we can craft a better process
to alleviate construction damage and that we can formulate a better tree
replacement process.
The Mission Trail Nature Preserve is a priceless Carmel woodland. A
plan exists for its management, but due to budget constraints and other
more pressing concerns it has been left to deteriorate. Erosion, trail
deterioration, fire fuel build~up, and invasive plants have taken their
toll. I am a member of a volunteer group (Friends of Mission Trail
Nature Preserve) that works regularly in the park pulling weeds,
removing ivy, and other invasive species. We also work in the Lester
Rowntree Native Plant Garden. Rio Park has been languishing as a
dumpsite since it was purchased. Carmel's parks desperately need
attention and I am excited about nurturing the volunteer opportunities
that we have to improve all of them.
Additionally, Carmel Beach is one of our most valuable treasures and it
too needs attention. Debris from charcoal is turning our once pristine
white beach dark We will have to balance the desire for beach fires
with a need to stop the damage. Erosion from foot traffic pushes the
sand down the slopes each year and threatens the integrity of our
revetments. Trash removal is a constant challenge as more and more
visitors enjoy our beach. We must find a way to fund and implement the
Shoreline Management Plan to its full extent. This is especially
important with rising tides due to climate change.
We also have a great opportunity in Carmel~by~the~Sea to develop a trail
system that will be useful to residents on a daily basis and attractive to
visitors. We will be able to link to other trail systems in the county if we
do some planning now. I worked with Victoria Beach and Jason Burnett
last year on a grant for such a trail system and look forward to the city
re-applying for this planning grant in the near future.
In sum, I feel that I have much experience that would be helpful to the
Forest and Beach Commission of Carmel~by-the-Sea.

I would like to apply for a seat on the Community Activities and Cultural Commission. We have a
primarily residential City and we enjoy having a vibrant village. However, since the recession, many
businesses have closed, and we have a growing need to revitalize our business District. In the coming
years it will be increasingly important for us to develop and promote community activities that engage
the residents and ideally also involve and attract visitors.
I am enthusiastic to have heard that the Community Activities and Cultural Commission may be taking
on the role of official City volunteer coordination. An in depth knowledge of the skills and work
preferences of the volunteers should facilitate identifying the people who will contribute to the
implementation of new community events. I am also very excited that an Ad Hoc committee has been
established to consider the instigation of an ongoing outdoor public event, such as a farmer's market.
Another City priority is providing for our deferred maintenance costs for many of our public facilities in
spite of a growing projected revenue shortfall in our City Budget. Since the responsibilities of the
Community Activities and Cultural Commission include endeavoring to have public facilities put to their
best possible use and recommending to the City Council the rental rates and other terms of such use, I
would like to see if we can find ways to increase revenues generated by our public facilities in order to
make their maintenance costs more self-sustaining.
I have a large amount of experience in charitable event planning, fundraising, volunteering personally
and coordination of volunteers. I also very much enjoy working as part of a group, and I would look
forward to putting my experience and skills to good use on this Commission. Thank you for your

I would appreciate you considering my application for the unscheduled vacancy on the Planning
Commission. It was with great excitement that I moved to Carmel-by-the-Sea over eleven years ago
to become the general manager of the Hofsas House, a family-owned hotel my grandmother,
Donna Hofsas, started 65 years ago. As a child, I spent many summers here in Carmel learning the
hotel business and working with my grandmother. I appreciate the charm and uniqueness of
Carmel and value its beautiful qualities that make it a great place to live and raise a family.
I have been a member of many local boards and am a regular attendee and contributor to the
monthly City Council and Budget meetings, so I understand the process and respect the
procedures. As evidenced by my public participation at these meetings, I know how to deal with
contentious Issues in a civil and courteous manner always respecting people's opinions. My
experience with the Carmel Innkeepers Association, Monterey County Hospitality Association and
Monterey County Convention and Visitor Bureau (MCCVB) Boards have prepared me properly for
formal Planning Commission Meetings that operate by standard partiamentary procedures.
My experience in the public sector working for the State of California made me very knowledgeable
about government budget cycles, and I understand how to see things from a governmental
perspective. I have interacted with the City Planning and Building Staff and would enjoy working
with them to carry out the General Plan.
My biology education also gives me a professional perspective when having to review
environmental impact reports. Additionally, my scientific background and system analysis
experience will allow me to use my logical thinking to weigh all the facts before coming to a
decision.

I understand the importance of maintaining the character of Carmel which is what makes living
here so special. I would enjoy learning in more detail about the City's Land Use Code and think it is
important to have someone from the business community be a part of the Planning Commission.
