Name: Consideration of a Resolution accepting a donation of$5,000 from the Carmel-by-the-Sea Rotary Club-Farrell/Allen Fund of the Community Foundation for Monterey County for the digitization of the Devendorf-Galante Historical Collection.

Description: The Carmel-by-the-Sea Rotary Club, through the Farrell/Allen Fund of the Community Foundation for Monterey County has donated a check in the amount of $5 ,000 to be used toward the digitization of the Devendorf-Galante Historical Collection, administered by the Harrison Memorial Library Local History Department.

Important Considerations: On September 1, 2009, the City entered into a Loan Agreement with the Trustees of the Devendorf-Galante Historical Trust to house, care for, and make the collection available to the public. Terms of the loan include the City copying and digitizing the collection.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA ACCEPTING A DONATION OF $5,000 FROM THE CARMEL-BY-THE-SEA ROTARY CLUBFARRELL/ALLEN FUND OF THE COMMUNITY FOUNDATION FOR MONTEREY COUNTY FOR THE DIGITIZATION OF THE DEVENDORF-GALANTE HISTORICAL COLLECTION


WHEREAS, the Carmel-by-the-Sea Rotary Club, through the Farrell/Allen Fund of the Community Foundation for Monterey County, has generously donated $5,000 toward the digitization of the Devendorf-Galante Historical Collection; and


WHEREAS, the City’s Policy C89-41, Acceptance of Donations and Gifts to the City, requires City Council approval for donations larger than $1,000.


NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA DOES:


1. Accept with gratitude the $5,000 donation and authorize its deposit to the Local History Department Donations Deposit Account #50-24050-0776.

The City of Carmel-by-the-Sea is writing to request Rotary's consideration of a grant in the amount of
$5,000 toward the digitizing of the 17 boxes of original resource material received from the Frank
Devendorf family (see attachment).
This material documents the formative period of what became Carmel-by-the-Sea, commencing in 1902
and running through the incorporation of the City in 1916 to the 1960's. The Carmel Development
Company ledgers dating from 1902 forward have all the handwritten Company minutes of not only the
development of Carmel, but also transportation between Carmel and Monterey, the beginnings of the
Preble Company (the precursor of the Pebble Beach Company), the acquisition of land and water from
the Carmel Highlands south toward Palo Colorado Canyon, etc.
While we have had requests from researchers for access to this material, it is in much too fragile
condition to do so. Thus, the City engaged the services of BMI Imaging Systems in Sunnyvale to provide
a digitized product which can be used. This is a two-step process: first the documents must be
transferred to archival microfilm and then converted to digital images: then and only then would the
public or researchers have access.

The cost to make these conversions is estimated to be $36,000. We have received a grant from the
Community Foundation of $12,500. With my personal donation of $5,000 augmented by other gifts, we
are seeking funding for the remainder of $16,000. It is hoped that once digitized, we can commission
an historian to write a readable history of Carmel from these documents. To this end, we have spoken
to one possible prospect who is a published author of local history. If we go the latter route, it would be
our goal to have the book published coincident with the centennial of the City of Carmel-by-the-Sea in
2016. Any funds generated from the use of this material would go to protecting the collection.

THE DEVENDORF-GALANTE HISTORICAL COLLECTION
A rare collection of documents and artifacts of the Carmel Development Company, dating from
1902 through the early 1960s, has been passed down through the Devendorf family, ending up in the
hands of Frank Devendorfs granddaughter, Mrs. Jane Galante. Previously stored in produce boxes, the
Devendorf-Galante Historical Collection now fills 20 banker boxes. The collection consists of ledgers of
company minutes, records, f iles, books, letters, photographs, maps, leaflets, and other historically
significant collectables related to and descriptive of the foundation and development of the City of
Carmel-by-the-Sea, Carmel Highlands, Garrapata Canyon, and other adjoining areas in Monterey County.
Sadly, Mrs. Galante passed away recently, prior to seeing her grandfather's historical papers accessible
to scholars and the general public. Her son, Jack, is the owner of Galante Vineyards. The granddaughter
of Frank Powers, Lolly Fassett, and her husband co-founded Nepenthe, and their family owns and runs
that cultural icon today.
The historic heritage encapsulated in the Devendorf-Galante Collection is enormous. It is a
treasure trove of historical records and first-hand testimonies of the local community, offering excellent
primary source documents for scholarly research and education and enlightenment of the public. Some
of these materials include legal papers to ensure a liquor-free Carmel, a.k.a. the Liquor Trials;
correspondence, agreements and maps regarding water rights for lots in Carmel and the Carmel
Highlands, an issue which still resonates today; and leases for public lands, such as Forest Hill School, the
U.S. Post Office, Carmel River State Beach and Devendorf Park. The Liquor Trials documents
demonstrate how fiercely Mrs. Devendorf fought to keep the City dry; 65 years later, her great-grandson
opened the first wine tasting room in downtown Carmel.
In 2009, Jane Galante, desiring to make the Collection available to the public, gave it to the
Devendorf-Galante Historical Trust, which in turn reached an Agreement with the City of Carmel, placing
the Collection with the City on permanent loan. The Collection was loaned "as is," with no archival
measures taken for the aged, fragile documents and artifacts.
