Important Considerations: The piece of steel from the World Trade Center is being donated
by the 9111 Carmel Citizen Group. The material and labor are being donated by Granite
Rock and Granite Construction.
Decision Record: On 8 August 2012 the Planning Commission recommended that the City
Council accept the proposed design and location of the 9/1 1 memorial.

SUBJECT: CONSIDERATION OF A RESOLUTION ACCEPTING A GIFT
FROM THE 9/11 CARMEL CITIZENS GROUP AND AUTHORIZING THE INSTALLATION OF A 9/11 MEMORIAL TO BE PLACED IN DEVENDORF PARK
BACKGROUND & PROJECT DESCRIPTION
A group of Carmel citizens has obtained a piece of steel from the World Trade Center
with the intention of displaying it as a 9/11 memorial in Carmel-by-the-Sea. The
proposal was reviewed by the City Council on 1 May 2012. The Council was supportive
of the proposal and recommended that the memorial be placed at Devendorf Park. The
Council referred the application to the Planning Commission to work out the details of
the design and location within the park. The City Council provided recommendations
(See Attachment “A”) to assist in the evaluation of the design.
The proposed memorial is being gifted to the City by the Citizens Group. The materials
and labor for the installation are being donated by Granite Rock and Granite
Construction. The proposed installation date is just prior to 11 September 2013.
EVALUATION
Memorial Design: The proposed base consists of a tan colored boulder that is
approximately 32” tall. The steel would be mounted by small pins that provide 2-3
inches of clearance from the boulder to provide a “floating” appearance, as recommended
by the Planning Commission. The intent is that the steel can be touched and interacted
with. The sharp edges of the steel will be smoothed out for safety purposes.
The proposed inscription will contain the date “September 11, 2001” engraved into the
stone below the piece of steel. The Planning Commission supported the proposed
engraving because it avoids the need for a plaque, which would compete with the piece of
steel. The Commission provided a recommendation that the Citizens Group work out the
details of the font with staff and that there be an engraving on the back of the steel for
identification purposes.
Both staff and the Planning Commission support the proposed design. The base is simple
and places the emphasis on the steel. The memorial is also consistent with the design of
other memorials at the park.
Location: During the review process several locations were considered. The Planning
Commission accepted a location that is on a grassy area near the koi pond. The Citizen
Group has provided a photo of the location with a picture of the boulder superimposed
(See Attachment “B”). The Planning Commission determined that the proposed location
was appropriate and consistent with the placement of other memorials in the park.
Resolution: City Council Policy C89-41 requires that all gifts in excess of $1,000 be
accepted by Resolution of the City Council. Staff has provided a resolution for the
acceptance of the 9/11 Memorial.
Summary: Staff commends the Citizen Group, as well as Granite Rock and Granite
Construction, for their efforts and donations. The Planning Commission unanimously
recommended that the City Council accept the proposed design and location.
RECOMMENDATION
Adopt the attached Resolution and authorize the memorial to be placed in Devendorf
Park as proposed.

ACCEPTING A GIFT AND AUTHORIZING THE INSTALLATION OF A 9/11 MEMORIAL
TO BE PLACED IN DEVENDORF PARK
WHEREAS, The City of Carmel-by-the-Sea is a unique coastal community that prides itself in
its community character; and
WHEREAS, the 9/11 Carmel Citizens Group has received a donation to create a 9/11
memorial in the City of Carmel-by-the-Sea at Devendorf Park; and
WHEREAS, the proposal for a 9/11 memorial was reviewed and accepted by the City Council
on 1 May 2012 with a recommendation that the Planning Commission assist with the design; and
WHEREAS, the Planning Commission assisted with the design of the 9/11 memorial and is
recommending that the City Council accept the design; and
WHEREAS, City Council Policy C89-41 requires adoption of a resolution for gifts in excess
of $1,000.
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF
CARMEL-BY-THE-SEA does hereby:
1. Accept a gift from the 9/11 Carmel Citizens Group and authorizes the installation of a
9/11 Memorial at Devendorf Park.

Attachment "A"- City Council Recommendations
• The memorial statue should be somber, private, serious, understated, discreet
and simple.
• The memorial statue should not be "commercialized" and should not be used
as a platform to highlight an individual artist's work.
• The pedestal should be simple and subordinate to the piece of steel from the
World Trade Center.
• The memorial statue should be consistent with the size and scale of other
memorials at the park.
