Agenda Item Summary
Name: Consideration of a Resolution to amend the interim ambulance administration services agreement between the cities of Carnel by-the-Sea and Monterey to allow backfill of paramedic vacancies.
Description: On December 21, 2011 the cities of Monterey and Cannel-by-the-Sea entered
into an agreement for Monterey to provide interim ambulance administrative services,
operational oversight and emergency relief Firefighter Emergency Medical Technician
(EMT) staffing for Cannel Fire Ambulance.
City Administrator Stilwell has requested that the Interim Agreement's scope of
services be amended to allow Monterey to provide emergency relief firefighter
paramedic staffing for the Cannel Fire Ambulance in situations where there are
insufficient Cannel Fire Ambulance personnel available to maintain the minimum
required ambulance staffing level of two personnel: One Firefighter Paramedic and
one Firefighter EMT. One of the six Cannel Fire Ambulance positions is currently
vacant, leaving only five full-time Fire Ambulance personnel to staff the Fire
Ambulance 24/7. In addition, any unforeseen absences due to sick leave or industrial
injury, etc. would place a significant strain on Cannel to maintain required daily
ambulance staffing.
The proposed amendment would authorize Monterey to provide Firefighter Paramedic
emergency relief staffing to Cannel upon request, in addition to the authorized
Monterey Firefighter EMT relief staffing. The emergency relief Firefighter Paramedic
staffing would be provided by Monterey employees on a fully reimbursed overtime
basis. The Fire Department currently has five licensed paramedics that are, or can be,
certified to work as paramedics in Monterey County by the Monterey County
Emergency Medical Services Agency.
Similar to the current contract for Firefighter EMT emergency relief staffing, Cannel
and Monterey would maintain their own workers' compensation obligations, and
Cannel would indemnify and hold the City of Monterey harmless for any liabilities
arising out of all service provisions. The term of the current contract is January 1,
2012 through June 30, 2014.
Fiscal Impact: There is no additional cost. Compensation of Monterey paramedics is
covered in the current Interim Ambulance Administration services contract agreement
under Article 1 V, Fees for Services, and budgeted FY 12/13 for Cannel Fire
Ambulance.
Staff Recommendation: Adopt the Resolution authorizing Cannel by-the-Sea to amend the
scope of services in the Interim Ambulance Administration Services Agreement with
Monterey.
Important Considerations: Not having additional personnel to cover Carmel Ambulance
could result in shutting down the ambulance due to staffing shortages. The Monterey
Firefighters Association supports this proposal and has agreed to provide the needed
relief paramedic staffing for Carmel Fire Ambulance with no increase in compensation
or benefits.

AUTHORIZING AN AMENDMENT TO THE INTERIM AMBULANCE
ADMINISTRATION SERVICES AGREEMENT BETWEEN THE CITIES OF
MONTEREY AND CARMEL-BY-THE-SEA TO ALLOW BACKFILL OF
PARAMEDIC VACANCIES

WHEREAS, the City of Monterey currently has an Agreement to Provide Interim
Ambulance Administration Services to the City of Carmel-by-the-Sea, and
WHEREAS, the Agreement’s scope of services allows Monterey to provide emergency
relief staffing for Firefighter Emergency Medical Technician only, and
WHEREAS, the City of Carmel-by-the-Sea requests an amendment to the Agreement’s
scope of services to also include provision of emergency relief staffing for Firefighter Paramedic;
and
WHEREAS, this change in scope of services is fully funded through the terms of the
Agreement.
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF
CARMEL-BY-THE-SEA DOES:
1. Authorize the City Administrator to execute an Amendment to the Agreement to
provide Interim Fire Ambulance Administration Services Between the Cities of Monterey
and Carmel-by-the-Sea for a change in the scope of services to allow provision of
emergency relief Firefighter Paramedic staffing.
