CITY COUNCIL: Grant Application for a Multi-Purpose Generator for Police & Public Works Departments

Name: Consideration of a Resolution approving a grant application to the United States Department of Homeland Security for a multi-purpose generator for use by the
Carmel Police and Public Works departments, and the Carmel Youth Center in an
amount not to exceed $201,000.

Description: The Carmel-by-the-Sea Police Department's current generator, which is designed to provide power to the station when the electrical power is out, is antiquated, difficult to maintain, and has insufficient power to operate the entire station. Most importantly, it is a natural gas generator, and could be rendered unusable in the event of a natural disaster, such as a large earthquake. A new, more powerful, diesel generator will provide an independent source of fuel capable of providing full power to the Police Department, Emergency Operations Center, Public Works and the Carmel Youth Center in such a disaster. The Carmel Youth Center would be used as a temporary assistance center to provide our citizens, particularly seniors and those with special needs, with physical and emotional support and information during an emergency.

The estimated cost of a diesel generator with 150KW capacity is estimated to cost
$193,500. This includes the generator, engineering, administrative overhead,
installation of transfer switches, fuel supply line, and connection to the Carmel
Youth Center. The grant also would allow for the replacement of the old computers
and radios in the EOC at an estimated cost of $7,500. Local funds include a 25% match if the grant is awarded, plus the grant writer's fee, estimated at $1,875.00.
The total cost of the grant is $201,000.00, not including the grant writer’s fee of
$1,875.

An application was submitted to the California Governor’s Office of Emergency Services on July 18th, 2008. The Governor’s Office initially screens the
applications for forwarding to Homeland Security.

Overall Cost: City funds: $ 50,250.00 (match) from Capital Project Reserve Account 13-10999 plus $1,875 (grant writer fee)
Grant funds: $150,750.00

Staff Recommendation: Staff recommends that Council approve the Resolution authorizing the submission of a 2008 Emergency Operations Center Grant to purchase a backup diesel generator and installation, and computer and radios in an amount not to
exceed $201,000.00.

RESOLUTION NO. 2008-

A RESOLUTION OF THE CITY OF CARMEL-BY-THE SEA APPROVING A GRANT APPLICATION TO THE UNITED STATES DEPARTMENT OF HOMELAND SECURITY FOR A MULTI-PURPOSE GENERATOR FOR USE
BY THE CARMEL POLICE AND PUBLIC WORKS DEPARTMENTS, AND THE CARMEL YOUTH CENTER

WHEREAS, the City of Carmel-by-the-Sea Police Department currently has a natural gas generator to power the station in the event of a disaster; and

WHEREAS, the natural gas generator is antiquated and has the potential of failing
to operate if the natural gas service is interrupted in the event of a disaster; and

WHEREAS, it is in the best interests to the City of Carmel-by-the-Sea to replace the natural gas backup generator with a diesel fueled backup generator, and

WHEREAS the City of Carmel-by-the-Sea has applied for a 2008 Emergency Operations Center Grant; and

WHEREAS, in the event the grant is awarded, the City will receive equipment valued at $201,000.00.

NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA DOES:

1. Approve the Carmel Police Department to participate in the Assistance for Emergency Operations Center Grant and purchase new generator equipment if
the grant is approved.

2. Encumber funds in the Administration Department Professional Services account #01-64051 in the amount of $1,875.00 to pay for the cost associated with the grant application fees.

3. Authorize a transfer up to $50,250 from the Capital Project Reserve (Account 13-10999) to pay for the 25% grant match.
