Name: Consideration of a Resolution approving a FY 2008/09 Facilities Maintenance
Department budget adjustment of $16,500 for repairs to the exterior storage area
retaining wall and enclosure at the Flanders Mansion.

Description: The storage room retaining wall and enclosure at the Flanders Mansion
have deteriorated and are in need of renovation. The estimate from McEldowney & Sons
to remove the existing storage room and rebuild it with new footings and a new retaining wall is $16,500 (Attachment A).

The Facilities Maintenance Department’s Outside Labor account budget for FY 2008/09
is $85,300. This money was already designated for routine maintenance and various
projects, such as a new furnace for the Fire Department, painting at the Sunset Center and the Library’s Park Branch, and new fluorescent lighting for the Fire Department and Public Works truck bay.

To cover the cost of the renovation of the storage room retaining wall and enclosure at the Flanders Mansion, staff requests approval for a $16,500 budget increase to the
Facilities Maintenance Department’s Outside Labor account 01-70050. When making this departmental budget adjustment, an offsetting revenue adjustment is needed to
maintain a balanced budget. Therefore, staff recommends that the Transfer from Capital Project Reserve be increased by $16,500.

Overall Cost: City funds: $16,500
Grant funds: N/A

Staff Recommendation: Adopt the Resolution.

Important Considerations: The City is under court order to maintain the Flanders
Mansion property.

RESOLUTION NO. 2008-

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA APPROVING A FY 2008/09 FACILITIES MAINTENANCE DEPARTMENT BUDGET ADJUSTMENT OF $16,500 FOR RENOVATION OF A STORAGE ROOM RETAINING WALL AND ENCLOSURE AT FLANDERS MANSION

WHEREAS, the Flanders Mansion storage room retaining wall and enclosure have deteriorated and are in need of renovation; and

WHEREAS, the estimated cost to make these repairs to the storage room retaining
wall and enclosure is $16,500; and

WHEREAS, the FY 2008/09 budget for Facilities Maintenance Outside Labor account 01-70050 must be increased by $16,500 to cover the cost of the Flanders Mansion storage room renovation; and

WHEREAS, staff recommends an increase to revenue from Transfer from Capital Project Reserve account 01-48013 in the amount of $16,500 to maintain a balanced budget for FY 2008/09.

NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA DOES:

1. Approve a FY 2008/09 budget adjustment of $16,500 for the Facilities Maintenance Department’s Outside Labor account 01-70050 to cover the cost of renovating the Flanders Mansion storage room.

2. Approve a FY 2008/09 budget adjustment of $16,500 to Transfer from Capital Project Reserve account 01-48013 to offset the increase to Facilities Maintenance Department Outside Labor account.
