I. CALL TO ORDER AND ROLL CALL

II. TOUR OF INSPECTION
Shortly after 1:30 p.m. the Commission will leave Council Chambers for an on-site Tour of Inspection of all properties listed on this agenda (including those on the Consent Calendar or Orders of Business). Prior to the beginning of the Tour of Inspection, the Forest and Beach Commission may eliminate one or more on-site visits. The public is welcome to follow the Commission on its tour of the determined sites. The Commission will return to Council Chambers as soon thereafter as possible to deliberate on the below listed items – SEE APPLICATION SECTION.

Thank you for attending the meeting. Anyone wishing to address the Commission on matters within the jurisdiction of the Commission may do so now. Please state the matter on which you wish to speak. Matters not appearing on the Commission’s agenda will not receive action at this meeting but may be referred to staff for a future meeting. Presentations will be limited to three minutes, or as established by the Commission. Persons are not required to give their name or address, but it is helpful for speakers to state their name in order that the Secretary may identify them.

VI. APPLICATIONS/PUBLIC HEARINGS
IF YOU CHALLENGE THE NATURE OF THE PROPOSED ACTION IN COURT, YOU MAY BE LIMITED TO RAISING ONLY THOSE ISSUES YOU OR SOMEONE ELSE RAISED AT THE PUBLIC HEARING DESCRIBED IN THIS NOTICE, OR IN WRITTEN CORRESPONDENCE DELIVERED TO THE FOREST AND BEACH COMMISSION, OR PRIOR TO DELIBERATION OF THE ITEMS ON THE TOUR OF INSPECTION/PUBLIC HEARING.
1. Consideration of an application to remove two Monterey pines (30” and 15” dbh) the property owners consider to be diseased. The site is located on the north side of 2nd Ave., 2 west of Carpenter St. The applicant is Viktor and Helena Klinger.
V. ORDERS OF BUSINESS
1. Discussion and direction regarding requiring permits for beach fires on Carmel Beach.
2. Discussion and planning direction of an Arbor Day event on October 30, 2008 co-sponsored with the Friends of Carmel Forest.
3. Discussion regarding the Fourth Ave. Riparian Habitat Restoration Project.
4. Discussion regarding removal of an oak tree on private property on the west side of Lincoln St. between 3rd and 4th Aves.
5. Discussion regarding current and pending forestry projects, tree removals, and tree planting.
6. Discussion and direction regarding the issue of topping trees, means of enforcement and ways to stop this practice within the City of Carmel.
VI. REPORTS FROM STAFF AND COMMISSION
1. Receive report from the Ad Hoc Beach Committee regarding activities and condition of the beach.
2. Report on recruitment for the part-time tree watering position.
VII. ADJOURNMENT
Any writings or documents provided to a majority of the Forest and Beach Commission regarding any item on this agenda will be made available for public inspection in the Planning and Building Department located at City Hall, on Monte Verde between Ocean and 7th Avenues during normal business hours.
If there is not a special meeting, the next regular meeting of the Forest and Beach Commission will be:

I. CALL TO ORDER AND ROLL CALL:
The regular meeting of the Forest and Beach Commission of the City of Carmel-by-the-Sea, California was held on the above date at the hour of 1:30 p.m. Chairperson Nancy John called the meeting to order.

II. PLEDGE OF ALLEGANCE
The audience joined the Commission in the Pledge of Allegiance.
III. APPEARANCES:
Greg D’Ambrosio, Mark DeAlber, Clayton Anderson (gave the annual report) and Richard Dalsamer appeared before the Commission.
IV. CONSENT AGENDA
1. Consideration of the minutes from the 3 July 2008 regular meeting.
2. Consideration of the minutes from the 2 September 2008 regular meeting.
Commissioner COSS moved to approve the consent agenda, seconded by Commissioner PRITCHETT and carried by the following roll call vote:
AYES: FORD, KADIS, PRITCHETT, JOHN, COSS
NOES: NONE
ABSTAINED: NONE
ABSENT: NONE
V. APPLICATIONS/PUBLIC HEARING
1. Consideration of an application to remove two Monterey pines (30” and 15” dbh) the property owners consider the trees to be diseased. The site is located on the north side of 2nd Avenue 2 west of Carpenter Street. The application/owners are Viktor and Helena Klinger.
Mike Branson, City Forest presented his staff report.
Chairperson JOHN opened the public hearing at 2:11 p.m.
Mr. Klinger, appeared before the Commission.
Chairperson JOHN closed the public hearing at 2:13 p.m.
Commission COSS moved to deny the application and recommend that the applicant prune the tree, seconded by Commissioner KADIS and carried by the following roll call vote:
AYES: COSS, FORD, KADIS, JOHN
NOES: PRITCHETT
ABSTAINED: NONE
ABSENT: NONE
VI. ORDERS OF BUSINESS
1. Discussion and direction regarding requiring permits for beach fires on Carmel Beach.
Mike Branson, City Forester, gave a brief introduction.
Chairperson JOHN opened the pubic hearing at 2:25 p.m.
Greg D’Ambrosio, Richard Dalsamer, Clayton Anderson, and Elinor Laiolo appeared before the Commission.
Chairperson JOHN closed the public hearing at 2:33 p.m.
Chairperson JOHN reopened the public hearing at 2:35 p.m.
A Carmel Resident and Steve Dallas appeared before the Commission.
Chairperson JOHN closed the public haring at 2:38 p.m.
By general consensus the Commission requested updates on the beach cleanup efforts, the amount of charcoal removed and if additional funding is needed for the beach cleanup program.
No other action taken.
Commissioner KADIS recommended taking regular photos of the beach for recording changes.
2. Discussion and planning direction of an Arbor Day event on October 30, 2008 co-sponsored with the Friends of Carmel Forest.
Commissioner COSS gave an over view of speakers and event scheduled for October 30th.
Chairperson JOHN and closed the public hearing at 2:49 p.m.
No other actions taken.
3. Discussion regarding the Fourth Avenue Riparian Habitat Restoration Project.
Mike Branson, City Forester gave a brief update of the project.
Chairperson JOHN opened the public hearing at 2:52 p.m.
Jim Wright, Greg D’Ambrosio and Steve Dallas appeared before the Commission.
Chairperson JOHN closed the public hearing at 2:57 p.m.
No further discussion.
4. Discussion regarding removal of an oak tree on private property on the west side of Lincoln Street between 3rd and 4th Avenues.
Mike Branson, City Forester gave a verbal outline of his knowledge of the oak removal.
Chairperson JOHN opened the public hearing at 3:09 p.m.
Richard Dalsamer, Pauline Allen, James Wright, Elinor Laiolo, Diane Walker, Steve Dallas, and Clayton Anderson and one other resident appeared before the Commission.
Chairperson JOHN closed the public hearing at 3:24 p.m.
Chairperson JOHN reopened the public hearing at 3:41 p.m.
Mark D’Olivera, James Wright and Elinor Laiolo, Steve Dallas appeared before the Commission.
Chairperson JOHN closed the public hearing at 3:46 p.m.
No further action was taken.
5. Discussion regarding current and pending forestry projects, tree removals and tree planting.
This item was continued to the December 2008 regular meeting.
6. Discussion and direction regarding the issue of topping trees, means of enforcement ways to stop this practice within the City of Carmel.
This item was continued to the December 2008 next regular meeting.
