VII. APPEARANCES
Anyone wishing to address the Commission on matters not on the agenda, but within the jurisdiction of the Commission may do so now. Please state the matter on which you wish to speak. Matters not appearing on the Commission agenda will not receive action at this meeting but may be referred to staff for a future meeting. Presentations will be limited to three minutes, or as otherwise established by the Commission. Persons are not required to give their name or address, but it is helpful for speakers to state their name in order that the Secretary may identify them.
VIII. CONSENT AGENDA
Items placed on the Consent Agenda are considered to be routine and are acted upon by the Commission in one motion. There is no discussion of these items prior to the Commission action unless a member of the Commission, staff, or public requests specific items be discussed and/or removed from the Consent Agenda. Items on the Consent Agenda marked with * have been noticed as public hearings. It is understood that the staff recommends approval of all consent items. Each item on the Consent Agenda approved by the Commission shall be deemed to have been considered in full and adopted as recommended.

Consideration of an introduction to the Del Mar Master Plan, review of a Biological Survey for the project, and a request for direction.
3. Green Building

onsideration of a review of the City of Monterey’s Green Building Ordinance and a request for direction.
4. MP 08-4
Demolition Use Permits
City of Carmel
City wide
Consideration of recommendations to the City Council regarding revisions to CMC sections 17.30 (Demolition of Buildings) and 17.52.080 (Use Permits) requiring a Use Permit for all projects involving the demolition of structures.

Chairman Strid opened the public hearing at 4:33 p.m. Chris Uppert and Monte Miller appeared before the Commission. There being no other appearances, the public hearing was closed at 4:39 p.m.
Commissioner WILSON moved to approve the application.
The motion died due to lack of a second.
Chairman Strid re-opened the public hearing at 4:43 p.m. There being no other appearances, the public hearing was closed at 4:44 p.m.
Commissioner HILLYARD moved to deny the application, seconded by STRID and failed by the following roll call vote:
AYES: COMMISSIONERS: Hillyard, Strid
NOES: COMMISSIONERS: Reimers, Wilson
ABSENT: COMMISSIONERS: Hewer
ABSTAIN: COMMISSIONERS: None
Commissioner WILSON moved to approve application and request that Design Review Board review design guidelines for windows, seconded by HILLYARD and failed by the following roll call vote:
AYES: COMMISSIONERS: Wilson

ABSENT: COMMISSIONERS: Hewer

2. Del Mar Master Plan

Chairman Strid opened the public hearing at 5:15 p.m. Clayton Anderson, Wayne Kelley, John Dilks, Chuck Hanson, Patty Dilks, Monte Miller and John Thodos appeared before the Commission. There being no other appearances, the public hearing was closed at 5:37 p.m.
There was no motion for this item. The Commission only provided guidance on the Biologists recommendations.
3. Green Building
City of Carmel
City wide
Consideration of a review of the City of Monterey’s Green Building Ordinance and a request for direction.
Sean Conroy, Planning & Building Services Manager, presented the staff report.
Chairman Strid opened the public hearing at 6:00 p.m. Monte Miller appeared before the Commission. There being no other appearances, the public hearing was closed at 6:01 p.m.
The Commission recommended that the City Council form an ad-hoc committee composed of local builders, architects and engineers. The committee would look at the City’s design guidelines and the state mandates and how they can be incorporated into together.
Chairman Strid re-opened the public hearing at other appearances, the public hearing was closed at 6:16 p.m.
5. MP 08-4
Demolition Use Permits
City of Carmel
City wide
Consideration of recommendations to the City Council regarding revisions to CMC sections 17.30 (Demolition of Buildings) and 17.52.080 (Use Permits) requiring a Use Permit for all projects involving the demolition of structures.

NOES: COMMISSIONERS: None
ABSENT: COMMISSIONERS: Hewer
ABSTAIN: COMMISSIONERS: None
XI. ADJOURNMENT
There being no further business to come before the Commission, the meeting was adjourned at 6:21 p.m.
