I. CALL TO ORDER
The special meeting of the City Council of the City of Carmel-by-the-Sea, California, was held on the above date at the stated hour of 5:33 p.m. Mayor McCloud called the meeting to order.

II. ROLL CALL
PRESENT: Council Members Hazdovac, Rose, Sharp, Talmage & McCloud
STAFF PRESENT: Rich Guillen, City Administrator
Heidi Burch, City Clerk
George Rawson, Public Safety Director
Joyce Giuffre, Admin Services Director

III. PLEDGE OF ALLEGIANCE
Members of the audience joined the Mayor and Council Members in the Pledge of Allegiance.

IV. RESOLUTIONS
A. Consideration of a Resolution approving two of the City’s free use days at the Sunset Center Theater during the period from September 24-27, 2009, for the Carmel Authors and Ideas Festival.

Council Member TALMAGE moved adoption of a Resolution approving two of the City’s free use days at the Sunset Center Theater during the period from September 24-27, 2009, for the Carmel Authors and Ideas Festival, seconded by Council Member ROSE and carried by the following roll call:

AYES: COUNCIL MEMBERS: HAZDOVAC; ROSE; SHARP; TALMAGE & McCLOUD
NOES: COUNCIL MEMBERS: NONE
ABSENT: COUNCIL MEMBERS: NONE
ABSTAIN: COUNCIL MEMBERS: NONE

B. Consideration of a Resolution finding a severe fiscal hardship will exist if additional City property taxes are seized and additional unfunded mandates are adopted by the State of California.

Council Member ROSE moved adoption of a Resolution finding a severe fiscal hardship will exist if additional City property taxes are seized and additional unfunded mandates are adopted by the State of California, seconded by Council Member SHARP and carried by the following roll call:

V. ORDERS OF COUNCIL
A. Study session and public hearing to review/adopt Fiscal Years 2009/10 – 2011/12
Triennial Budget.

City Administrator Guillen presented the staff report.

Mayor McCloud opened the appearances section to public comment at 5:57 p.m.

Carrie Theis, president of the Carmel Innkeepers Association, spoke regarding marketing and MCCVB expenditures.

Helen Breck, President of the Carmel Public Library Foundation, Bob Irvine, Member of the Harrison Memorial Library Board of Trustees, and Peter Mollman, Board Member of the Carmel Public Library Foundation, spoke regarding the library cost sharing proposal.

Bob Jenkins spoke about marketing efforts and sales tax on online purchases.

Monta Potter, CEO of the Carmel Chamber of Commerce, spoke about marketing efforts, economic revitalization and the MCCVB.

Monte Miller spoke regarding the “Guide to Carmel,” marketing efforts and the library.

Carl Iverson spoke about the trolley.

Amanda Levett, director of inns at Carmel Boutique Inns, spoke about web advertising.

Jim Price, Chair of SCC, Inc., addressed Council regarding the funding to Sunset.

Laura Franklin, of Leadership Monterey Peninsula, spoke about the trolley.

Karen Redmond, from the Coachman’s Inn, addressed Council regarding marketing.

Mayor McCloud closed the meeting to public comment and called for a recess at 6:30 p.m.

The meeting was reconvened at 6:36 p.m.

The Council directed staff to pursue the construction truck impact fee and paid parking.

Steve Wille, CEO of the Monterey County Convention and Visitors Bureau, answered
Council questions.

Hunter Harvath, MST, answered Council questions regarding the trolley.

VI. ADJOURNMENT

Mayor McCloud declared the meeting adjourned at 8:01 p.m.
