I. CALL TO ORDER AND ROLL CALL
PRESENT: Commission Members: Beach, Paterson, Wilson, Hillyard, Reimers

II. TOUR OF INSPECTION
The Planning Commission toured the following sites: Carmel Sands, Robertson Family Trust, Ocean View Trust, Stephen Walker.

V. ANNOUNCEMENTS FROM DIRECTOR OR CHAIR
Sean Conroy, Planning & Building Services Manager, made the following announcements:
1. The Golden Bough project has been continued.
2. The Coastal Commission will hear the San Antonio Beach Pathway project at their next meeting. The Commission has added a North Dunes Boardwalk as a condition of approval.

Consideration of Design Review, Demolition, Use and Coastal Development Permit applications and a Mitigated Negative Declaration for the demolition and reconstruction of the Carmel Sands Motel located in the SC District.
Sean Conroy, Planning & Building Services Manager, presented the staff report. Chairwoman Reimers opened the public hearing at 4:21 p.m. David How, Eric Miller, Catherine Compagno, and Amanda Levett appeared before the Commission. There being no other appearances, the public hearing was closed at 4:45 p.m.
Commissioner WILSON moved to approve the project with Option #1 – Approve the Design Concept as submitted. This option would approve the basic massing and layout of the project, but would require applicant to return to the Commission for approval of the exterior materials and architectural details for the project along with the adoption of findings and conditions and the MND; and Special Condition #1 – This concept approval indicates that the Planning Commission has accepted the general mass, scale and site design of the project, as conditioned, but does not confer final project approval. The applicant shall return to the Planning Commission at a future hearing for a review of the proposed finish details of the project and adoption of the appropriate environmental documents, findings and conditions, seconded by HILLYARD and carried by the following roll call vote:

Marc Wiener, Assistant Planner, presented the staff report. Chairwoman Reimers opened the public hearing at 5:11 p.m. John Matthems and Barbara Livingston appeared before the Commission. There being no other appearances, the public hearing was closed at 5:30 p.m.
Commissioner BEACH moved to continue the project, seconded by HILLYARD and carried by the following roll call vote:

Marc Wiener, Assistant Planner, presented the staff report. Chairwoman Reimers opened the public hearing at 5:32 p.m. Bart Robertson and Dana Anneraux appeared before the Commission. There being no other appearances, the public hearing was closed at 5:56 p.m.
Commissioner HILLYARD moved to deny the application, seconded by PATERSON and carried by the following roll call vote:

City of Carmel
Mills Act
Consideration of recommendations to the City Council to amend the Mills Act standards found in Carmel Municipal Code Section 17.32.100.
Sean Conroy, Planning & Building Services Manager, presented the staff report. Chairwoman Reimers opened the public hearing at 6:40 p.m. David Hutchings and Monte Miller appeared before the Commission. There being no other appearances, the public hearing was closed at 6:59 p.m.
Commissioner WILSON moved to recommend that proposed amendments to the Zoning Ordinance/Local Coastal Implementation Plan to the City Council, seconded by PATERSON and carried by the following roll call vote:
AYES: COMMISSION MEMBERS: Beach, Paterson, Wilson, Hillyard, Reimers
NOES: COMMISSION MEMBERS: None
ABSENT: COMMISSION MEMBERS: None
ABSTAIN: COMMISSION MEMBERS: None
The public hearing was re-opened at 7:11 p.m. David Hutchings appeared before the Commission. There being no other appearances, the public hearing was closed at 7:13 p.m.
XI. ADJOURNMENT
There being no further business to come before the Commission, the meeting was adjourned at 7:17 p.m.
