The Planning Commission toured the following sites: Sours, Oliver Elliott & Sebastian Fine Art, CreMonese, Petrick, Lange, Dunbar and Allard.

V. ANNOUNCEMENTS FROM DIRECTOR OR CHAIR
Sean Conroy, Planning & Building Services Manager, announced that the updates to the City’s Housing Element are available for review on the City’s website, the library and Copies-by-the-Sea.
Commissioner Beach announced that a neighbor near the San Antonio pathway
project has offered to assist financially with some upgrades.
Chairwoman Reimers announced that staff will review dialog for memorial
benches and plaques.

Marc Wiener, Assistant Planner, presented the staff report. Chairwoman Reimers opened the public hearing at 4:11 p.m. David Stoker appeared before the Commission. There being no other appearances, the public hearing was closed at 4:27 p.m.
Commissioner PATERSON moved to approve the application with staff’s Special Conditions and addition of Special Condition #4 – all steel windows
Motion failed due to lack of a second.
Commissioner WILSON moved to approve the application with staff’s Special Conditions and addition of Special Conditions #4 – rear set-back no more than 1 foot and #5 – all steel windows, seconded by HILLYARD and failed by the following roll call vote:

Sean Conroy, Planning & Building Services Manager, presented the staff report. Chairwoman Reimers opened the public hearing at 4:47 p.m. Andy Renaut and James Ardaiz appeared before the Commission. There being no other appearances, the public hearing was closed at 4:55 p.m.
Commissioner HILLYARD moved to approve the application with the following Special Conditions; #1 – allow stone at entry and #2 – stone around 2 pillars at French doors to be removed, seconded by WILSON and carried by the following roll call vote:

Consideration of Design Study (Concept & Final), Demolition Permit and Coastal Development Permit applications for the demolition of an existing residence and the construction of a new residence located in the Single Family Residential (R-1) District.
Chairwoman Reimers recused herself from the discussion.
Marc Wiener, Assistant Planner, presented the staff report. Vice-chair Hillyard opened the public hearing at 5:07 p.m. Al Saroyan, Barbara Livingston, Monte Miller and Tom Gliden appeared before the Commission. There being no other appearances, the public hearing was closed at 5:29 p.m.
Commissioner Beach moved to approve the application with staff’s Special Condition #2, addition to Special Condition #1 – the applicant shall plant two upper-canopy trees of substantial size and caliber and of a species approved by the City Forester. The trees shall be planted on site located approximately 10 feet from any building and shown on the final landscape plan submitted with the building permit application. Trees shall not be planted in main view corridor of this project and neighbor behind; and revision to Special Condition #3 – The applicant shall reduce the height of the outdoor chimney to seven feet. Height of outdoor chimney shall remain 9’ as proposed on submitted plans, seconded by WILSON and carried by the following roll call vote:

Marc Wiener, Assistant Planner, presented the staff report. Chairwoman Reimers opened the public hearing at 5:27 p.m. Thompson Lange, Ron Brown and Barbara Livingston appeared before the Commission. There being no other appearances, the public hearing was closed at 5:57 p.m.
Commissioner HILLYARD moved to approve the Use Permit with staff’s Special Condition and Findings, seconded by PATERSON and carried by the following roll call vote:

Commissioner WILSON moved to accept staff recommendations and to allow the use of a portable chalk-board type sign, approved by staff, to be used after 6:00 p.m. and to be located closer to the street on private property, seconded by HILLYARD and failed by the following roll call vote:

Commissioner PATERSON moved to deny the additional sign and allow the use of a chalk-board type sign, approved by staff, to be used close to the street on private property after 6:00 p.m. only, seconded by HILLYARD and carried by the following roll call vote:

Marc Wiener, Assistant Planner, presented the staff report. Chairwoman Reimers opened the public hearing at 7:02 p.m. Cindy Petrick and Jeffrey Beacon appeared before the Commission. There being no other appearances, the public hearing was closed at 7:07 p.m.
After further discussion the public hearing was re-opened at 7:17 p.m. Jeffrey Beacon appeared before the Commission. There being no other appearances, the public hearing was closed at 7:17 p.m.
Commissioner BEACH moved to approve the application with staff’s Special Conditions and Special Condition #3 – shall have one dormer window facing the property owner’s property; Special Condition #4 – applicant shall work with staff if they would like to move garage forward to property line if desirable
Commissioner Beach withdrew the motion.
Commissioner HILLYARD moved to approve project with staff’s Special Condition #2; delete Special Condition #1 – the garage shall be relocated so that it is three feet from the south property line; addition of Special Condition #3 – three of the four dormers shall be removed. The remaining dormer shall be located above the door on the north elevation and shall be the same size and design as the proposed dormers; and addition of Special Condition #4 – the garage may be moved forward to front property line if desired by the applicant, seconded by BEACH and carried by the following roll call vote:
