Name: Consideration of a Resolution authorizing co-sponsorship between the Forest and Beach Commission and the Friends of Carmel Forest (FOCF) of an Arbor Day program on Thursday, October 27, 2011 and authorizing the expenditure of City funds in an amount not to exceed $500.

Description: The Forest and Beach Commission is requesting co-sponsorship with the FOCF, an official City support group, of an Arbor Day program from 2:00-4:00 p.m. on October 27, 2011, at the Sunset Center. A program outline is attached. City Policy C89-47 requires City Council to pass a Resolution authorizing cosponsorship of an event with an official support group.

Overall Cost:
City Funds: Not to exceed $500 - from Council Discretionary Account #01-60207 for event costs (see event outline). These event costs will be shared with the FOCF.

Staff Recommendation: Adopt the Resolution.

Important Considerations: At its September 7, 2011 Special Meeting, the Forest and Beach Commission unanimously approved a recommendation that the City Council approve co-sponsorship of this event with the FOCF. City sponsorship of this event supports recognition as a Tree City USA and allows the Forest and Beach Commission to perform one of its identified duties under Municipal Code Chapter 2.32.060(D): To provide publicity in regard to the problems of the urban forest, including a public information program concerning care of forest resources, and including cooperation with school programs on conservation and the like.

Decision Record: Council has approved several similar co-sponsorship Resolutions for Arbor Day events with the FOCF, most recently Resolution 2010-57 (September 14, 2010).

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA AUTHORIZING CO-SPONSORSHIP BETWEEN THE FOREST AND BEACH COMMISSION AND THE FRIENDS OF CARMEL FOREST OF AN ARBOR DAY PROGRAM ON OCTOBER 27, 2011 AND AUTHORIZING THE EXPENDITURE OF CITY FUNDS IN AN AMOUNT NOT TO EXCEED $500

WHEREAS, one of the duties of the Forest and Beach Commission is to provide publicity regarding the urban forest, including a public information program; and

WHEREAS, an Arbor Day program is planned from 2:00-4:00 p.m. on October 27, 2011 at the Sunset Center in conjunction with Friends of Carmel Forest, an official support group of the City of Carmel-by-the-Sea; and

WHEREAS, City co-sponsorship with an official support group requires approval of the City Council per Support Group Policy C89-47.

NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA DOES:

1. Authorize co–sponsorship between the Forest and Beach Commission and the Friends of Carmel Forest for an Arbor Day program from 2:00-4:00 p.m. on October 27, 2011 at the Sunset Center.

2. Authorize the expenditure of City funds from the Council Discretionary Account 01-60207 in an amount not to exceed $500.

Arbor Day Event Presented by the City of Carmel-by-the-Sea and the Friends of Carmel Forest
Thursday, October 27
2:00 - 4:00 p.m. Event program
Carpenter Hall, Sunset Center

Schedule for the day:
1:45 p.m. Arrival of speakers; Attendees assemble.
2:00 p.m. Program begins.
4:00 p.m. Program over.

Program:
Opening remarks by Forest and Beach Chair Tom Leverone, who introduces City Forester, the Forest and Beach Commissioners and any other officials present (Council, Planning, former mayors, etc.). Tom Leverone then introduces Steve Brooks, President of Friends of Carmel Forest.

Steve Brooks introduces the Board of FOCF, tells about the mission of the organization and invites guests to pick up interesting “Forest Facts” information available on table at entrance.

Speaker(s) from Monterey Pine Watch with a presentation on their new book titled “California’s Living Legacy – The Monterey Pine Forest”, which describes the special attributes of the pine forest, its human history, flora and fauna, and public areas to enjoy the Monterey pine forest environment.

City Forester Mike Branson presents a synopsis of the City of Carmel regulations regarding permits, tree care, and other aspects of managing Carmel’s urban forest.

Sustainable Carmel will give a short presentation on their organization and what their future goals and objectives are for Carmel.

Guest Speaker: Paul Byrne, Paul Byrne Architecture, speaking on sustainable design and construction within forested areas.

Conclusion and thanks by Tom Leverone.
