Name: Consideration of a Resolution awarding a bid to Norcal for the construction of seven 2011 street improvements and the Ocean Avenue crosswalk improvements in the amount of $292,790.

Description: On September 19, 2011, the City opened bids for the 2011 street improvements and the Ocean Avenue crosswalk improvement projects. These include: Ocean Avenue crosswalk improvements and the following street projects (in priority order):
• Lobos between Second and Fourth Avenues
• Eighth at Santa Fe
• Dolores from Second Avenue to Vista
• Santa Fe between Second Avenue and the north City limits
• Guadalupe between Fifth and Sixth
• Torres between Second and the north city limits.

In case the bids came in low, additional projects were included, also in priority order, along with the amount bid for each “add alternate”:
• Fourth between Santa Rita and Santa Fe ($24,205)
• First between Carpenter and Lobos ($20,910)
• Tenth between Junipero and Torres ($14,875)

The amount budgeted for this project is $297,978. Because one of the original projects (First between San Carlos and Dolores) was repaired by City crews, and replaced upon the recommendation of the City Engineer by a larger project (Eighth at Santa Fe), the Engineer’s estimate was $335,000, higher than the original projected budget. Fortunately, the bids for
this work were favorable to the City and came in lower than both the Engineer’s estimate and the budget. They included:
Norcal $268,585
Monterey Peninsula Engineering (MPE) 280,120
Don Chapin 290,095
Granite Rock/Pavex 304,400
Earthworks 321,516

City Funds: $297,978. The funding sources are TAMC funds for the Ocean Avenue crosswalk improvements and budgeted Truck Impact fees from both the 2010-11 and 2011-12 fiscal years.

Staff Recommendation: It is recommended that the City Council adopt a Resolution awarding the bid to Norcal to include both the initial bid of $268,585 plus the first “add alternative,” Fourth between Santa Rita and Santa Fe ($24,205), in the total amount of $292,790. This still saves $5,188 in the Capital Budget to apply to the overage of the Del Mar project.

Important Considerations: This is more than a routine street repair project as it involves major overlay work on some of the City’s worst conditioned residential streets. It is hoped there will be a positive response from the community since so many projects will be completed at one time.

Decision Record: The City Council approved the 2011-12 Capital Budget, which included funding for these street projects.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA AWARDING A BID TO NORCAL FOR THE CONSTRUCTION OF SEVEN 2011 STREET IMPROVEMENTS AND THE OCEAN AVENUE CROSSWALK IMPROVEMENTS IN THE AMOUNT OF $292,790

WHEREAS, the Council has placed a high priority to making improvements to the Ocean Avenue crosswalks and seven other street improvement projects throughout the City; and

WHEREAS, these projects were approved as part of the City’s FY 2011-12 Capital Budget; and

WHEREAS, five bids were received for the project on September 19, 2011 and the low bidder was Norcal for a bid price of $268,585 plus an “add alternative,” bid of $24,205 to make improvements to Fourth between Santa Rita and Santa Fe, for a total bid of $292,790.

NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA does hereby:

1. Award the bid for construction to Norcal in the amount of $292,790 for the Ocean Avenue crosswalk improvements and the other seven street improvement projects.
