Description: The purpose of the ad hoc committee would be to explore opportunities for an ongoing outdoor activity such as a farmers market, locals' night, etc. in the downtown.

SUBJECT: CONSIDERATION OF THE CREATION OF AN AD HOC COMMITTEE TO EXPLORE AN ONGOING OUTDOOR EVENT IN THE DOWNTOWN

BACKGROUND & PROJECT DESCRIPTION

Over the years there have been several suggestions regarding activities that could be held in the downtown that would benefit local businesses and the community. Some of these ideas include a farmers market, an outdoor eating experience similar to the Taste of Carmel, and some type of locals’ night.

The Mayor may appoint an ad hoc committee to study matters of interest to the City Council, provided such appointments and the purpose of the committee are made a matter of record in the minutes of the Council. Ad hoc committees are typically established for a single or limited purpose and duration and are not subject to the Brown Act provided the committee does not consist of a quorum of the Council. These committees also sunset upon completion of the original goal. It is recommended that an ad hoc committee be appointed to discuss the topic of a downtown ongoing event.

The makeup of the ad hoc committee is open to the discretion of the Council. Staff would recommend that the committee consist of two Council members, a member of the Community Activities and Cultural Commission, a member of staff, and a member from the business community.

RECOMMENDATION
Appoint an ad hoc Committee to explore an ongoing outdoor event in the downtown.
