MINUTES
SPECIAL CITY COUNCIL MEETING
CITY OF CARMEL-BY-THE-SEA
April 24, 2012

I. CALL TO ORDER
The special meeting of the City Council of the City of Carmel-by-the-Sea, California, was held on the above date at the stated hour of 4:30 p.m. Mayor Burnett called the meeting to order.

II. ROLL CALL

PRESENT: Council Members Beach, Hazdovac, Talmage & Burnett
STAFF PRESENT: Jason Stilwell, City Administrator
Heidi Burch, Asst. City Administrator/City Clerk
Mike Calhoun, Interim Police Chief

III. PLEDGE OF ALLEGIANCE
Members of the audience joined the Mayor and Council Members in the Pledge of Allegiance.

Mayor Burnett opened the meeting to public comment at 4:32 p.m.

Amy Donohue, Executive Director of the Carmel Public Library Foundation, noted the Carmel Public Library Foundation’s “Authors on Authors” reception event at Sunset Center on May 3. This event is a fundraiser for the Library.

Mayor Burnett closed the meeting to public comment at 4:34 p.m.

IV. ORDERS OF COUNCIL
A. Consideration of the process to fill the vacancy on City Council.

Mayor Burnett opened the meeting to public comment at 4:42 p.m.

Rod Stofle, Kathy Bang, Margaret Hurley, Erl Lagerholm, Ken Hutchinson, and Richard Ruble each spoke in favor of appointing the third-highest vote getter from the recent election.

Linda Anderson, Roberta Miller, Monte Miller and Alison Shelling supported having an application process that would be open to all.

Jean Grace spoke in favor of an open application process and urged having interviews with potential candidates held in a closed session (which City Attorney Don Freeman said was not consistent with Brown Act Requirements).

Tom Leverone said he supported the open application process, but said that he felt everyone had had the opportunity to run for office in the election.

Mayor Burnett opened the meeting to public comment at 4:57 p.m.

City Attorney Freeman answered questions regarding the Brown Act and the ability for Council to interview candidates in closed session.

Council Member Hazdovac supported appointing the third-highest vote getter.

Council Member Talmage spoke in support of an open application process, to include a
cover letter and resume.

Mayor Burnett said he supported having a 10-day application period, after which Council would receive all applications and consider them at its scheduled May 17th meeting to receive public comment and appointment.

Council Member Beach supported having an open application process.

The final process decided on by Council was: All applicants must submit to the City Clerk a cover letter and resume detailing their interest to serve with their qualifications and background by the deadline of Monday, April 30th, at 5:00 p.m. Mayor Burnett and Council Member Hazdovac then will review all the applications and bring a recommendation for full Council consideration at a special meeting to be held during the
week of May 7.

Questions from the public for the potential Council candidates should be submitted to the City Clerk, also by Monday, April 30 at 5:00 pm.

B. Receive Fiscal Year 2012-2013 proposed budget and operating plan.

City Administrator Stilwell presented the report. He said that additional questions from the public will be accepted until 5:00 pm on Thursday, May 10 for inclusion at the May 17 budget meeting.

Mayor Burnett continued the public comment to the next budget meeting and noted a revenue workshop scheduled for Monday, April 30 at 5:30 p.m. He encouraged those unable to comment to come to that meeting.

V. ADJOURNMENT
Mayor Burnett declared the meeting adjourned at 5:44 p.m.
