SPECIAL CITY COUNCIL MEETING
CITY OF CARMEL-BY-THE-SEA
March 20, 2012

I. CALL TO ORDER

The special meeting of the City Council of the City of Carmel-by-the-Sea, California, was held on the above date at the stated hour of 4:35 p.m. Mayor McCloud called the meeting to order.

II. ROLL CALL

PRESENT: Council Members Burnett, Hazdovac, Sharp, Talmage & McCloud

STAFF PRESENT: Jason Stilwell, City Administrator
Heidi Burch, Asst. City Administrator/City Clerk
Mike Calhoun, Interim Police Chief

III. PLEDGE OF ALLEGIANCE
Members of the audience joined the Mayor and Council Members in the Pledge of Allegiance.

IV. ORDERS OF COUNCIL
A. Receive and file the City of Carmel-by-the-Sea five-year financial forecast.

City Administrator Stilwell presented the financial forecast.

Mayor McCloud opened the meeting to public comment at 4:58 p.m.

Monte Miller, Jim Emery and Barbara Livingston addressed Council about developing potential new revenue sources.

Mayor McCloud closed the meeting to public comment at 5:04 p.m.

B. Receive and review the City of Carmel-by-the-Sea Capital Improvement Plan (CIP) and refer it to the Planning Commission to review for General Plan Consistency. City Administrator Stilwell presented the CIP.

Council took a recess at 5:25 p.m. and reconvened at 5:40 p.m.

Mayor McCloud opened the meeting to public comment at 7:00 p.m.

Monte Miller addressed the Council about the Scout House and art appraisal

Jim Emery spoke about returns on investment and seeking energy savings.

Victoria Beach asked for a more readily understandable form of presenting the financial information.

Mayor McCloud closed the meeting to public comment at 7:03 p.m.

The Capital Improvement Program will be reviewed by the Planning Commission at its April 11, 2012 to determine consistency with the General Plan. The Council and public are invited to submit questions regarding the budget to City Administrator Stilwell by the close of the business day on Wednesday, March 28, 2012. These questions will be compiled with answers presented at the April 24, 2012 budget meeting.

VI. ADJOURNMENT

Mayor McCloud declared the meeting adjourned at 7:17p.m.
