Name: Consideration of a Resolution authorizing The Friends of Harrison Memorial Library to install a memorial plaque at the Main Library


Description: At its April 25, 2012 meeting, the Harrison Memorial Library Board of Trustees accepted a donation of $1 ,200 from the Friends of Harrison Memorial Library. The gift was given in memory of longtime Friends volunteer, Joe Rizzo.


The Friends would like the funds to be used to purchase a bookshelf and books for the Main Library lobby. They would also like to commission a 3 112" x 1 114" brass plaque inscribed with the words "in memory of Joe Rizzo".

The Friends of the Library are requesting permission from Council to install the plaque on the bookshelf rather than placing it on the Scroll of Gifts in City Hall.

Important Considerations: City of Carmel-by-the-Sea Policy No. C89-41 states that no plaque or other identification may be attached to any other gift or donation which is placed in any public building or in the public right-of-way without specific authorization of the City Council, and that donations and gifts with a value in excess of $1,000 will be formally recognized by the placement of a metal plaque on the Scroll of Gifts to the City maintained in the lobby of City Hall.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE SEA AUTHORIZING THE FRIENDS OF HARRISON MEMORIAL LIBRARY TO INSTALL A MEMORIAL PLAQUE AT THE MAIN LIBRARY


WHEREAS, The Friends of Harrison Memorial Library have made a memorial donation of $1,200 for a bookshelf in the Main Library lobby; and


WHEREAS, the Friends of the Library would like to commission a brass plaque commemorating the memorial donation; and


WHEREAS, City of Carmel-by-the-Sea Policy No. C89-41 states that no plaque or identification may be attached to any other gift or donation which is placed in any public building or in the public right-of-way without specific authorization of the City Council; and


WHEREAS, the Friends of the Library are requesting permission from Council to install the memorial plaque on the bookshelf.


NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA DOES:


1. Authorize the Friends of Harrison Memorial Library to install a 3 1/2” x 1 1/4” brass memorial plaque on a bookshelf in the Main Library lobby.

POLICY NO. C89-41
ACCEPTANCE OF DONATIONS AND GIFTS TO THE CITY

The City Council welcomes and encourages gifts to the City of Carmel-by-the-Sea. In order to formalize the City's policies regarding the acceptance of gifts and donations, the following shall apply:


1. All donations and gifts of non art-related items with a value of$1,000 or less may be accepted by the City Administrator and/or the Mayor without the prior approval of the City Council.


2. All donations and gifts with a value in excess of$1,000 must be approved and accepted by a Resolution of the City Council.

A. Donated public benches may have a 3 W' x 1 W' brass plaque placed on the bench. The plaque may have a short message whose text is subject to approval by the City Administrator. Any person wanting to donate a new bench or take responsibility for an existing bench must live in or
memorialize someone who has lived in Carmel-by-the-Sea or in the sphere of influence.


3. No plaque or other identification may be attached to any other gift or donation that is placed in any public building or in the public right-of-way without specific authorization of the City Council.


4. Other donations and gifts with a value in excess of $1,000 will be formally
recognized by a letter of appreciation from the Mayor.
