Name: Consideration of a resolution awarding a contract to Stowe Contracting in the amount of $44,336.00 with a 10% contingency of$4,434 for a total amount not to exceed $48,770.00 from the capital improvement reserve for replacement of a pedestrian footbridge in Mission Trail Nature Preserve (MTNP) near Mt. View Avenue.
Description: The project entails deconstruction of an existing 35 year old wood footbridge and replacement with a new, similar bridge in the same location. This bridge is an important access point for visitors to MTNP. The MTNP Footbridge Replacement Project was advertised at the Central Coast and Salinas Valley Builders Exchanges and in the Monterey County Herald. Six bids were received on 4 June 2012. The lowest complete bid was received from Stowe Contracting in the amount of$44,336.00. The bid results are:

RECOMMENDED ACTION
Adopt the Resolution.
BACKGROUND
The current wood bridge was built nearly 35 years ago and crosses a 35’ wide by 12’ deep gully, allowing access in and out of the northern end of Mission Trail Nature Preserve (MTNP). There is deterioration of the support members, decking and handrails and replacement is necessary in order to provide a safe structure.
REVIEW
The project entails deconstructing the existing footbridge and replacing it with a new similar wood bridge in the same location. Both the Forest and Beach and Planning Commissions approved the project design in March 2012.
The bridge replacement project was advertised at the Central Coast, Salinas Valley, and Santa Cruz Builders Exchanges and in the Monterey Herald. Six bids were received with the lowest complete bid coming from Stowe Contracting in the amount of $44,336.
FISCAL IMPACT
This project was an authorized capital improvement in the FY 2011-12 budget for $45,000. Design and engineering, a site survey, and an archaeological report, advertising and printing have incurred expenses of $7,791.24, leaving $37,208.76 for construction. Unfortunately, two bid protests were received after the bid opening which resulted in a delay in awarding the contract. The protests have been resolved but the budgeted funds expired at the end of the past fiscal year. This bridge is in need of replacement and staff
recommends funds be transferred from the Capital Improvement Reserve fund to complete this project in FY 2012-13.
SUMMARY
Upon completion, this project will provide a safe entry point for visitors to MTNP.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA AWARDING A CONTRACT TO STOWE CONTRACTING FOR REPLACEMENT OF A PEDESTRIAN FOOTBRIDGE IN MISSION TRAIL NATURE PRESERVE IN THE AMOUNT OF $44,336, AND A 10% CONTRACT CONTINGENCY OF $4,434 FOR AN AMOUNT NOT TO EXCEED $48,770

WHEREAS, replacement of a pedestrian footbridge in Mission Trail Nature Preserve (MNTP) near Mt. View Avenue was an authorized capital improvement in the FY 2011-12 budget and is an important access element in MTNP; and
WHEREAS, funds were budgeted for the project but expired at the end of the last fiscal year, and
WHEREAS, a notice to bidders was advertised in the Monterey County Herald and at the Central Coast and Salinas Valley Builders Exchanges for the replacement of a footbridge in Mission Trail Nature Preserve, and
WHEREAS, six competitive bids were received on 4 June 2012; and
WHEREAS, the firm of Stowe Contracting submitted the lowest complete bid for the project, and
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA DOES:
1. Award a contract for replacement of a pedestrian footbridge in MTNP to Stowe Contracting, in the amount of $44,336.
2. Authorize a 10% contract contingency of $4,434.
3. Authorize a transfer from the Capital Improvement Reserve an amount not to exceed $48,770 for completion of this project.
