Agenda Item Summary
Name: Consideration of a Resolution extending the MOUs for represented LIUNA/UPEC Local 792 employees and the Police Officers Association (POA).
Description: The current Memorandum of Understanding between the City and the employees represented by LIUNA/UPEC Local 792 and the MOU between the City and the Police Officers Association both expired on June 30, 2012. New extension agreements have been reached with both groups, with the terms and conditions projected out to March 31 , 2012. (see Attachments "A" and "B")

Staff Recommendation: Adopt the Resolution.
Important Considerations: For the duration of the Extension Agreements for both groups, there will be no general wage increase. All other terms of the MOUs currently in effect will remain the same.
Decision Record: The current MOU with LIUNAIUPEC Local 792 took effect July 1, 2011 ; the MOU with the Police Officers Association took effect July 1, 2009.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA EXTENDING THE MEMORANDUMS OF UNDERSTANDING (MOU) FOR REPRESENTED LIUNA/UPEC LOCAL 792 EMPLOYEES AND THE POLICE OFFICERS ASSOCIATION (POA)
WHEREAS, both the current Memorandum of Understanding (MOU) between the City and those employees represented by LIUNA/UPEC Local 792 and the MOU between the Police Officers Association (POA) and the City both expired on June 30, 2012; and
WHEREAS, the City and both bargaining units have agreed to extend their current MOU through March 31, 2013;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA DOES RESOLVE AS FOLLOWS:
1. Approve the extension agreements for the represented LIUNA/UPEC Local 792 employees and the Police Association as specified in Attachments “A” and “B” through March 31, 2013.

EXTENSION AGREEMENT BETWEEN THE CITY OF CARMEL-BY-THE-SEA AND THE CARMEL-BY-THE-SEA GENERAL AND MANAGEMENT EMPLOYEES ASSOCIATIONS LABORERS INTERNATIONAL UNION OF NORTH AMERICA (LIUNA)/UPEC LOCAL 792
The City of Carmel-by-the-Sea ("City") and the Carmel-by-the-Sea General Employees Association and
Management Association -LIUNA/UPEC Local 792 have agreed to extend the Memorandum of
Understanding (MOU) scheduled to expire on June 30, 2012 with the terms and conditions described
below:
1. The current MOU between the City and LIUNA/UPEC Local792 shall be extended through March
31,2013.
2. For the duration ofthe Extension Agreement, there will be zero percent {0%} general wage
increase.
3. All other terms of the July 1, 2011-June 30, 2012 MOU between the City and LIUNA/UPEC local
792 shall remain the same.

EXTENSION AGREEMENT BETWEEN THE CITY OF CARMEL-BY-THE-SEA AND THE CARMEL-BY-THE-SEA POLICE OFFICERS ASSOCIATION
The City of Carmel-by-the-Sea ("City") and the Carmel-by-the-Sea Police Officers Association (CPOA}
have agreed to extend the Memorandum of Understanding (MOU) scheduled to expire on June 30, 2012
with the terms and conditions described below:
1. The current MOU between the City and CPOA shall be extended through March 31, 2013.
2. Items in the MOU that are cyclical from year to year or for the entire term of the MOU and are
generally renewed from agreement to agreement, including but not limited to Sick Leave accrual
and State Mandated Licensure, shall be continued during the term of the extension under the
same conditions or at least the last monetary rate.
3. For the duration of the Extension Agreement, there will be zero percent (0%) general wage
increase.
4. All other terms of the July 1, 2009-June 30, 2012 MOU between the City and the Carmel-by-theSea
Police Officers Association shall remain the same.
